Abstract/Summary:
The land property rights system has a profound impact on agricultural production efficiency, which is related to China’s rural development, food security and the improvement of comprehensive grain production capacity. In order to further resolve the new contradictions between people and land in Rural China, adapt to the new development of agricultural production, and earnestly improve agricultural production efficiency,China has launched the work of registering and issuing certificates for the confirmation of rural land contract management rights with "returning rights and empowering" as the core, providing a more powerful policy guarantee for the development of agricultural production on the basis of consolidating the basic rural management system.Starting from the perspective of clarifying land property rights, this thesis discusses the impact of land rights confirmation policies on China’s agricultural production efficiency through the establishment of corresponding theoretical analysis frameworks, and draws corresponding policy enlightenment based on China’s national conditions and practical development, which has strong practical reference significance for Stabilizing Grain Production,Promoting the "Separation of Three Rights" of Land,Cultivating New Agricultural Business Entities, and Promoting the High-quality Development of Agricultural and Rural Modernization. The specific research ideas of this thesis are: First,on the basis of fully understanding the theory of the impact of land rights confirmation on agricultural production efficiency, relying on the actual background and macro data, the evolution process, implementation results and development status of Agricultural Production in China are quantitatively analyzed.Secondly, from the three aspects of land circulation, mortgage loans for land management rights and agricultural investment, the mechanism of land rights confirmation affecting the agricultural production efficiency of farmers is explained in detail;Thirdly, based on the analysis of the current situation and the theoretical mechanism, the cleaned CLDS microscopic sample data are empirically tested by estimation methods such as ordinary least squares method,two-stage least squares method, and mediation effect model. Finally,in view of the influence of farmer heterogeneity on the estimated results of this thesis, the methods of group regression and quantile regression are used to solve the problem,so as to more stably identify the effect of land rights confirmation on agricultural production efficiency. The results of the study show that: First, the implementation of the land rights confirmation policy has significantly improved the agricultural production efficiency of farmers;Second, the differences in conditions at the individual, family and village levels of farmers will constrain the impact of land rights confirmation on agricultural production efficiency, that is,the impact of land rights confirmation policies on farmers with different characteristics is heterogeneous;Third, the confirmation of land rights can significantly promote the improvement of agricultural production efficiency through the expansion of land circulation area and the increase of short-term investment in agriculture, but the path of mortgage loan services for land management rights has not played a significant impact.Fourth, the impact of the land rights confirmation policy on the farmers in the high-efficiency group is greater, but the impact on the farmers in the inefficient group is not significant. In view of this, this thesis puts forward more reasonable suggestions for the development of Agricultural Production Efficiency in China from the aspects of accelerating the solution of the problems that need to be improved after the confirmation of rights, strengthening the infrastructure construction in rural areas, improving the mortgage system for land circulation and land management rights, and improving the rural social security system.
