Research Of The Trade Facilitation’s Impact On Exports

The Global Financial Crisis caused by the US subprime mortgage crisis in 2008 not only had a series of negative effects on individual domestic economic growth,but also had a huge impact on global trade.The issue of how to revitalize the foreign trade—“The engine of economic growth” —has been become the key focus to the countries around the world.In the process of trade transaction,trade facilitation can effectively reduce trade costs as well as the "trade inefficiency",which has become the powerful tool to expanding the trade flows.More and more attention have been drawn from countries and international organizations.It is of great practical significance to assessing the current development level of trade facilitation in the world as well as to measuring the impact of facilitation on the world and China’s export trade.On the basis of reviewing the trade theory of impacting the trade facilitation,this paper analyzes the trade facilitation level of countries with different income types,the existence and effect of trade facilitation that exerts on global and China’s total export volume and the structure of different export commodities are explored.Acompany with the references of other countries’ experiences in development in trade facilitation and China’s current situation,countermeasures are put forwards in the final part.The theoretical and empirical analysis parts of this paper reflect the possibility and existence of trade facilitation’s impact on trade,respectively.In the theoretical foundation analysis on trade facilitation,this paper systematically combs the theory of international trade from traditional to the new-new trade theory,which proves the possibility of trade facilitation impact on trade promotion.Being the key part of this thesis,123 export countries and 157 import countries’ trade flow data in 2015 are adopted as well as the indicators of GDP,total population,distance,tariff and TFI stemming from Worldbank、CEPII、WITS and OECD which reflect the economic、geography and system are emploried.By means of using “OLS+Robust standard error” method,the existence of trade facilitation’s impact on export promotion is verified.The substitution measures(Poisson Pseudo-Maximum Likelihood Estimation,PPML)and the parameter setting changing(logistics performance index)are made to conduct a robust test to verifing the stability of trade facilitation’s role.Subsequently,the OECD Trade Facilitation index system is refined,and its first-level indicators are used to subdivide the impact of each factor on China’s total exports and varied products.The resules show that,in the sample period:(1)For the whole population,the tariff impact on countries’ exports is not significant,but geographic distance is still an important factor which hinders bilateral trade flows.This doesn’t support the view of “The Demise of Distance " that held by some scholars 2)Either the export or the import countries’ facilitation level exerts positive influence on exports,and the low technology together with the high technology export goods are most sensitive to facilitation level;(3)The automation and inner agencies coorperation have significant imact on China’s total exports,and in terms of the export goods and trade partners,the high and middle technology goods and the middle income countries are of better potentialities.Based on the main conclusions drawn from the paper and the practice of trade facilitation in several other countries,this paper puts forward the corresponding countermeasures and suggestions for the development of China’s trade facilitation from international and domestic perspectives.From foreign view of points,China should help those less develpmenting countries in providing financial and technical fundings,and mean while,merging the gap of different countries’ compliance standards;from the perspect of domestics,China should deepen the understanding of trade facilitation,rely on the State Council Inter-Ministerial Joint Meeting System for Trade Facilitation in order to closely coordinate the work of the various departments.Meanwhile the “The Single Window” should be reinforced to realize the improvement of the Cstoms clearance efficiency.With the standardition and improvement of relevant laws and regulations,the favorable environment for trade facilitation legal system and system could be come true,and with the deepening the international coordination and building the sound relationship betweent agencies and companies,the level of China’s trade facilitation could be achieved in the final.
