Research On The Network Of Transnational Cooperation Among Industrial Clusters

With the development of economic globalization and global production network,all kinds of production factors and resources are flowing,conFigd and reconstructed across the world,enhancing globalization level of foreign trade,manufacturing,outsourcing,investment and so on.Today’s development of global economy increasingly shows the tendency of "industrial agglomeration and global distribution".In September and October,General Secretary Xi Jinping successively proposed "New Silk Road Economic Belt" and "21st-Century Maritime Silk Road",attracting the intensive attention of and striking a chord with both China and foreign countries.Guangxi,lying in the connecting belt and intersection of the land way and sea route of"the Belt and Road Initiatives" strategy,is an important gateway for Chinese opening up to Association of Southeast Asian Nations(ASEAN),and also the frontal zone for China to take part in Great Mekong Subregion Cooperation.As a country included in "the Belt and Road Initiatives",with similarities in geography,human culture,customs and other aspects to Guangxi,Vietnam has built an economic cooperation relationship with Guangxi since long time ago.Guangxi and Vietnam share a promising future of cooperation in agricultural machinery and equipment,computer industry,automobile industry,etc.Their complementary economy together with fusion of human history and culture facilitates industrial-cluster cooperation between the two countries.What’s more,progress achieved in China-ASEAN Free Trade Area and advance made in "the Bet and Road" strategy,to realize optimal allocation of industrial resources and rational distribution of industries within China-ASEAN area,provide institutional guarantee for industrial-cluster cooperation between Guangxi and Vietnam.Overall,the developed countries have perfect market mechanism and their theory as well as practice development of industrial cluster are relatively maturer.Thus,these industrial clusters are no longer satisfied with the local development,they began to their global layout to actively participate in the global economic integration.However,for those regions or countries where the market mechanism and the economic system are on their early development stage,industrial clusters develop relatively slowly.Driven by the current global economic integration,these clusters need to actively join in the global production network to better obtain the access of external information and resources to prevent being marginalized or regionally locked in the globalization process led by developed countries.It can be seen that,in the context of production internationalization and global economic integration,industrial clusters’ establishing transnational cooperation network among themselves to actively build external channels with other economic clusters and jointly enhance the competitiveness of the overall industrial clusters is becoming a new field for local industrial clusters to develop,study and carry into the practice.Therefore,how to build theories of cross-national cooperation network among industrial clusters and make clear current phenomenon of the interaction and mutual development among industrial clusters in different regions and countries;what factors and how they are influencing the formation of transnational cooperation network of industrial clusters;what is the internal mechanism for the development of multinational cooperation network of industrial clusters,and how these mechanisms interact with network structures;what is the dynamic development and evolution process of cross-national cooperation network of industrial clusters,and how to make industrial policies according to these dynamic processes.Above-mentioned series problems have become the key points that both domestic and overseas researchers in industrial economy focus on.In view of that,by use of internationally advanced analytical method of complex network,based on both qualitative and quantitative analysis,combining with China’s progress in "the Belt and Road" strategy,taking Guangxi and Vietnam equipment manufacturing clusters as an example,this article carries out an analysis on the theoretical mechanism.formation motivation.developing and operating mechanism and dynamic evolution process of transnational cooperation among industrial clusters.The main research contents and innovation are as below:Research Content I:Theoretical Construction of Transnational Cooperative Networks among Industrial ClustersThis content is discussed mainly on three aspects including the generation mechanism,structural characteristics and operating mechanism.It is difficult to avoid the locking effect of the cluster network caused by the "geographical" characteristics(geographical aggregation),as well as its accompanying risks and recessions when the industrial clusters have developed to a certain level,especially those that have developed into the mature stage.In addition,when the industrial clusters have developed to a certain level,the "structure holes" such as the "gap" of the existing knowledge within the cluster becomes their main motivation to establish transnational cooperation network among the industrial clusters.Research content Ⅱ:Analysis and Cooperative Foundation of Equipment manufacturing industrial clusters in Guangxi and VietnamCurrently Guangxi has formed its equipment manufacturing industry cluster led by automobile manufacturing cluster.The cluster of computer,communication and other electronic equipment manufacturing,metal products industry and electrical machinery and equipment manufacturing industry has began to appear.The computer,communications and other electronics equipment manufacturing industry,in particularly,have rapidly developed in recent years.Agglomeration phenomenon is quite apparent.In contrast,Vietnam has formed a unique IT industry cluster.Agglomeration phenomenon of the Vietnam’s computer,communications and other electronic equipment manufacturing industry is increasingly obvious particularly since the 2010.Since Guangxi and Vietnam are close to each other geographically and they have a long history of cooperation,they can grasp the opportunity of Chinese of"Belt and Road Initiative" strategy to construct a solid foundation for cooperation.Research Content Ⅲ:Empirical study on connections between internal&external clocking and network formation of Guangxi and Vietnam equipment manufacturing industry clustersThis research aims to carry out an empirical study on cooperation network mechanism of Guangxi and Vietnam equipment manufacturing industry clusters.By modeling formation motivation of cross-national cooperation network among industrial clusters,the research is intended to make an analysis about the influences of internal and external locking on individual characteristics and relation features of transnational cooperation network of industrial clusters,thus drawing a conclusion that cross-national cooperation network built owing to internal and external clocking is powerful to boost overall progress of clusters.In addition,with respect to cluster internal and external clocking,the latter has more remarkable impact on multinational cooperation network among Guangxi and Vietnam equipment manufacturing industrial clusters.Research Content Ⅳ:Empirical study on network structure and cluster development between Guangxi and Vietnam equipment manufacturing industryIt is an empirical research on cluster-cooperation network of Guangxi and Vietnam equipment manufacturing industry.By use of Amos22,through empirical study with structural equation model,it is reached that individual characteristics of cooperation network among Guangxi and Vietnam equipment manufacturing industrial clusters are able to advance technology diffusion and knowledge flowing,consequently pushing forward progress of the whole cluster.From the angle of relation features of cluster network of Guangxi and Vietnam equipment manufacturing industry,resource sharing has no apparent promotion to technology diffusion,while other factors are positively correlated to it.Research Content Ⅴ:Analogue simulation of network evolution of Guangxi and Vietnam equipment manufacturing industryThrough analogue simulation with MATLAB programming,the research concludes that in development process,transnational cooperation network in Guangxi and Vietnam equipment manufacturing industry clusters has gone through horizontal connection,vertical connection and hierarchical connection three stages.As a primitively "steady state" in cross-national cooperation network division among clusters at the initiate stage,with time passing by,horizontal connection has coupled with horizontal connection,and then the two keep coupling with each other till developing into a hierarchical "steady state"Applying the globally advanced analytic method of complex network for reference and taking Guangxi and Vietnam equipment manufacturing clusters as an example,the article is intended to study the emergence and development issues of multinational cooperation network of industrial clusters,which will help further explore into the formation and change mechanism of external network of Chinese industrial clusters against the background of global production network,enriching industrial cluster theories and contributing to the development and perfection of theories of China’s industrial-cluster cross-regional cooperation.In addition,the research conduces to relevant government sectors to better understand the development situation of transnational cooperation network among industrial clusters,and serves as reference for these departments to formulate specific countermeasures.Apart from this.presenting corresponding evolution model through simulation of multinational cooperation network among industrial clusters by application of MATLAB is to extend and develop theories of regional economics and industrial economics.To sum up,the research is of great theoretical and practical significance.
