Equipment manufacturing industry is the core component of the manufacturing sector and the basis for the development of China’s industrial economy. It provides the basic technical equipment for the Chinese people’s livelihood needs and national defense construction. The establishment of strong equipment manufacturing industry in a strong scale is to improve China’s comprehensive national strength and the fundamental guarantee for the industrialization of the country. Equipment manufacturing industry is a pillar industry in Harbin with a large proportion of the whole industrial system. Vigorously developing equipment manufacturing industry is the source of power for the revitalization of economic development in Harbin, and Harbin equipment manufacturing industry must take the cluster-oriented development path. However, Harbin equipment manufacturing cluster encountered some problems in the process, which have become the bottleneck, restricting the cluster development of equipment manufacturing industry in Harbin.This paper is based on the analysis of the theory of industrial clusters and the equipment manufacturing industry. It studies the problems of cluster development of Harbin’s equipment manufacturing industry, by use of the systematic scientific thinking and system dynamics method. Firstly, it measures the eight categories of industries included in Harbin equipment manufacturing industry cluster, to prove the necessity and feasibility of the development of equipment manufacturing industry in Harbin on the clustering road. Based on this, it systematically analyzes the current development of the equipment manufacturing industry cluster in Harbin and studies Harbin’s equipment manufacturing industry cluster development process in-depth. On this basis, it analyses four main factors affecting Harbin’s cluster development of equipment manufacturing industry, defines the system boundaries, and introduces economic investment, government policy, technological innovation and market demand for equipment manufacturing industry cluster system. According to the relationship between the four factors and the equipment manufacturing industry cluster development, it writes the equation of the system dynamics, and establishes dynamic model of Harbin equipment manufacturing cluster system. After validation, it makes a simulation of equipment manufacturing cluster system in Harbin, by using Vensim PLE software. By changing several major parameter variables, it tests the model sensitivity, makes more sensitive factors as policy control points, and explores the impact of these sensitive factors on the development of equipment manufacturing industry cluster. Finally, according to the results of the model simulation analysis, combined with the status quo of Harbin equipment manufacturing industry cluster development, it puts forward countermeasures and suggestions to promote the cluster development of Harbin equipment manufacturing industry.
