Pursuit of socialist modernization in China. Since Ming-Qing Dynasty of China, there has been a problem of surplus labor, which existing a high degree of tension between people and the land. The land, as an irreplaceable factor of production, is not only scarce for farmer, but also is the final material security for farmers to maintain their survivals. With the reform and opening up for three decades, China's economic and social fields have made great progress, and the farmers have fought out more ways in their income. Especially in recent years, with the launching of new countryside construction, the city financing rural, the cancel of agricultural tax, the food subsidies and more investment in rural areas, and with the advance of urbanization, more and more farmers are able to enter the city to work, and their incomes have greater improvement. However, considering the recent stage of the actual situation in China, the state cannot provide "Universal Welfare" for all farmers, as well as the instability of migrant works, the importance of land to farmer's welfare still exists.So China's rural development and modernization must pay attention to how to build China's rural land system. On the other hand, China's rural land system has a very strong correlation with social welfare system, in other words, the changes in rural social welfare is in essence the result of land reform.This paper, making risk society as the theoretical background, social justice as the ideals, the bottom line fair as the anchor, the reform of land system as the starting point, has sorted out the changes in rural areas since the founding of China and has promoted rural areas should build a "collective possess, permanent rent for farmers" land system on the basis of long-term research in Xuncun-Miao village of Kunming and build a compound welfare system going by the land system.
