Currently, we have faced a plight that the reform of household contract responsibility system and the arrangements of collective ownership of rural land are incompatible with requirement of a new era. Its basically behave in:The Reform bonus disappears and The problem of agriculture, rural and farmers ("San-nong Problem") is still grim; government’s "low cost" land acquisition is in conflict with requirements of coordinated economic and social development; the current rural land system is a short-board of the new urbanization strategy. These problems root in the unreasonableness system of current rural land that is lack of the land transfer market mechanism. However, the reasons why the rural land market has not been established lie in the property right bodies is not clear in the system of collective ownership of rural land and the rural social security system is not perfect. There is no denying that all these issues are Social eco-environmental problems that appear Uncoordinated developing of human with nature and person with society. These problems are Social eco cost that proceeds from bad land allocation system. Resolving these dilemmas needs reconstruct the system mat can hasten rural transfer in an appropriate way. There is a growing perception in China that rural land transfer mechanism must be establish rapidly, but the choice of what kind of way to rural land transfer for optimizing Social eco environmental is remain a problem. Handling the relation of good government adjusting control and market drive is necessary in the action of rural land transfer. How to save social eco transaction cost is a question must be answer for the reform of the system of rural land transfer.When think about social eco-environmental in rural land transfer, the systematical short-board is property right system and the realistic short-board are some Social problems such as rural land eco-compensation problem, problem of looking "rural land security "as "social security ", rural women’s land rights problem and so on.For a long time, scholars for agricultural land property issues related to multi-point focus on:Is public (national or collective) or private (farmer-owned) property rights better promoting fairer, more efficient, or to achieve to get good balance between fairness and efficiency? There are differences of opinions. Based on further analysis of China’s rural land property rights system and practice dilemma, I think if rural land main body is clear, it is public or private right, which is not important, and the crucial problem is respecting the farmers’land contracts authority.Social security is relationship between the rural land systems, clean up the misunderstandings of looking "rural land security "as "social security "and remove the obstacles of appreciation to reform a nationally unified social security system is necessary. In this paper analysis and surveying research approach are employed. The results show that popular misconceptions about "rural land security " carrying the functions of "social security" is treating "facts" as "should". It is conclude that the "land security" can not and should not carry the functions of "social security" because of the low agricultural effectiveness and cheap rural land and under the control of land functions by state. So break the obstacle to understanding about the reform of rural social security and eliminate the class social discriminations in the social security system is necessity to build a unified national "citizen" social security system.The current land expropriation system in China is a main kind of rural land transfer that needs further reform because of its anti-ecology. There is a latent problem of the pattern of urban growth in the historical process of urbanization in China, which mainly depends on government external power to make land acquisition in order to find a low-cost, fast way to drive the urban growth. Such mode of urban growth, however, is characterized by Exclusion of peasants in the game, unbalanced interests and high risk of social instability. At present, China has initiated a new urbanization strategy. This paper also agues that the new urbanization strategy policy must pay closely attention to Endogenous power, which including peasant’s main body participation to drive the cities and towns to growth.Although the land resource allocation is an economy problem, land resources is also a political issue, so the final conclusions of this paper reaffirmed the adjust relationship between government and the market is necessary in the rural land transfer.
