Research On The Evolution Of The Party's Non-public Economic Policy Since The Reform And Opening Up (1978-2016)

The non-public economy denominated in this thesis refers to the individual and private economy in our country.Policies enacted by Communist Party of China on the individual and private economy have developed for near 40 years since the Third Plenary Session of the 11th National Congress of CPG.Considered as a special kind of economic composition,this kind of non-public economy is still necessary to make advancement.Recalling the past in the light of the present and drawing lessons from the history,this thesis aims to systematically analyze and research on the institutional evolution of the non-public economy since the reform and opening up and it is of great theoretical value and practical significance in perfecting and developing the non-public economy henceforth.Deviating from other theses of the same kind,most of which have expounded on theoretical and classical perspectives related to the individual and private economy from Marx until now in the beginning of their theses,this thesis adheres to the writing style of introducing theories from historical perspectives and intends to make empirical explanations and analyses in accordance with different time periods.The author will eventually make summarizations which are coming out of the history.Although complicated background and reasons are existed behind the non-public economy in every phase,instead of circumstantially giving details about what the others previously talked about,this thesis will recount the process in accordance with the cardinal line and explore the most significant reasons behind the CPC's policies on the non-public economy at every stage.Demonstrate the evolution and effectiveness of various economic policies.Based on the analysis of the non-public economy individuals,the author analyzes the united front policy.So that the article is more substantial,and prepares a more comprehensive historical basis for the final logical summary.This thesis can be divided into three sections and into nine chapters.The first section is an introduction which will mainly discuss and analyze the original intention and fundamental value for selecting such a topic.It will also define and illustrate the crucial and complex concepts relevant to the main body and retrospect the achievements obtained by predecessors,finally intending to innovate basing on those achievements.The second section is the main body,the thesis will expound and analyze the institutional evolution of the non-public economy under the governing of the Communist Party of China from chapter one to chapter seven.The title of the first chapter is the Exploring Period of the Non-public Economic Policy(1978-1988)consisting of two phrases,the first one is the Party's Policy on Non-public Economy at the beginning of the Reform and Opening Up(1978-1984)while the second one is the Party's Reform and Opening Up Policy on the Non-public Economy in An All-round Way(1984-1988).The title of the second chapter is the Fluctuation and Adjustment Period of the Policy on the Non-public Economy(1988-1992).In this chapter,the author will primarily discuss the process in which the non-public economy policy undulates and the CCP's makes some initial adjustment to the related policies.He will also analyze some essential features of non-public economy representatives and some problems to be solved.The title of the third chapter is the Stable and Progressive Period of the Non-public Economy Policy(1992-1997)in which the author will make detailed explanations on Deng Xiaoping's South Talks and the related theories on the Non-public-owned Economy in the 14th National Congress of CPC and the policies after the meeting.He will also make elaborate analysis on how the non-public economy is getting on the right track and how non-public economy representatives advocating the non-public economy adopt the consolidation policy.The title of the fourth chapter is the Breakthrough Period on the Implement of the Non-public Economy(1997-2002).The author will mainly focus on the process where the CPC has incorporated the non-public economy into our basic economic system.He will also emphasize the development of the economy driven by the CPC's policy,the characteristics of non-public economy representatives in this stage and the consolidation policy of those people enforced by CPC.The title of the fifth chapter is the Consolidating and Deepening Period of the Non-public Economy(2002-2007).In this chapter,the author will make emphasis on the macroscopic and historical course in which the CPC has consolidated and deepened the theories and the policies of the non-public economy during the period between the 16th National Congress and the 17th National Congress of CPC.On this basis,he will explain the new development of the policy under the support of CPC,the features of non-public economy individuals in this stage and finally the consolidation policy of the non-public economy individuals set forth by CPC.The title of the sixth chapter is the Steadily Advancing Period of the Non-public Economy Policy(2007-2012)in which the author will primarily talk about the new development of the theories and specific policies on the non-public economy during the period between the 17th National Congress and the 18th National Congress of CPC.Benefiting from the CPC's policy,the non-public economy not only has grown rapidly against the trend under the international financial crisis,it has also made prominent contribution for the outstanding economic performances in the international stage.Meanwhile,non-public economy individuals who advocate the non-public economy have some new features during the period and the CPC has implemented the consolidation policy orderly.The title of the seventh chapter is the New Progress on the Non-public-owned Economy since the 18th National Congress of CPC(2012-2016).In this chapter,the author will make elaborate analysis on the theories and specific policies of the non-public economy after the 18th National Congress of CPC and the new development and the new features of economists driven by the policy.He will also explain the development of the consolidation policy enforced by CPC in this period.In the second section,structures of the first and the second chapter are totally different from the following chapters due historical reasons.Consequently,readers can regard the year of 1992 as a milestone in the development and evolution of the non-public economy and such policies.The title of the last chapter in the third section is Reflections on the Policy Development of the Non-public Economy.The author will intend to make some conclusions and advancement basing on all chapters above.He will focus on three issues:the dynamical system in the emergence and development of the non-public economy;the non-public economy as the integral part in comprising social causes with Chinese characteristics;some suggestions for policies on the non-public economy.
