With the increasing number of motor vehicles,and increasingly serious air pollution and traffic congestion today,the concept of "green traffic,Low-carbon travel" has been deeply rooted,public bicycles,a new form of public transport,has become a weapon to ease traffic pressure,reduce exhaust pollution,improve the physique of the whole people in many areas.Public bicycle sharing systems are everywhere in the world's largest cities,the development speed in our country is more and more astonishing,its main reason is due to the high input.Our country mainly adopts the government-led operation mode,through the high government investment to promote the system construction,and to apply high operating subsidy.However,the government poured money into the "no cost" of public bicycle sharing projects,sparking debate in the community over the "sky-high public bicycle sharing system",and people began to wonder whether the system would bring cost-equivalent benefits to the city.At the same time,due to the lack of a reasonable and effective supervision mechanism,the government often difficult to achieve its i nvestment expectations,and operators because of their own interests to maximize the drive,often to reduce the level of service to control the high operating costs of the loss.Therefore,how to deal with the relationship between public welfare and econom ic,so that it can use the market-oriented operation to achieve self-reliance and sustainable development,has become a major problem for the government and operators in recent years.In this thesis,in view of problems of the narrow income channel,the hi gh operating cost and low management level of the public bicycle sharing system,taking systems which adopt the operation mode of enterprise-enterprise cooperation which is the largest in our country as the research object,proposes that under the conditio n of considering government subsidy incentive,this thesis studies the sustainable benefit optimization problem of the public bicycle sharing system in the market-oriented operation environment from the angle of the internalization of the external benefit,the reduction of the bicycle dispatching cost and the improvement of the system management level.First,the thesis puts forward the way to realize the internalization of the external benefit by the government to promote the operators to trade the carbon emission reduction produced by the public bicycle sharing system.Under the different subsidy incentive mode of government,we use the Stackelberg game model to study the equilibrium scheme under the different objectives.Secondly,this thesis proposes that the government should push the operators to implement bidirectional incentive model to optimize the redistribution performance and reduce the redistribution cost from the perspective of making full use of the user resources.Then,to realize the sustaina ble operation of the system,the incentive and supervision mechanism between the government and the operators,the incentive and the restriction between the operator and the advertisement contractor are ensured,the basic interests of the stakeholders in the system are guaranteed and the system stability is maintained.The thesis also puts forward the sustainable operation decision model in the operational cycle of public bicycle sharing system,and raises the overall revenue of the system from the angle of raising system management decision level.In addition,in order to improve the solution speed of the operation decision model,the Variable Granularity-Depth First Search algorithm is designed based on the model characteristics.At the same time,to facilitate the application of the model,the algorithm is also programmed to visualize the operation interface.Finally,using the data of Hangzhou public bicycle sharing system,this thesis empirically analyzes the model of sustainable operation decision,verifies the feasibility of the model,and obtains relevant management suggestions through optimization analysis.The innovation of the thesis is as follows:(1)By analyzing the incentive mechanism of different government subsidy,it is pointed out that the combination of voluntary carbon trade and carbon quota is the best mechanism,and the advantage of this mechanism becomes more obvious with the increase of the level of the traveler's environmental protection and the price of carbon transaction.(2)This thesis proposes a bidirectional incentive scheduling strategy,which is to guide commuters to avoid peak travel and encourage leisure travelers to participate in bicycle scheduling.By analyzing different government subsidy incentive mechanism,it is pointed out that in developed area,the government subsidy operator is most advantageous to the implementation of bidirectional incentive scheduling strategy.In the developing area,the operator develops bidirectional incentive scheduling strategy independently is the best choice of medium and large cities,while the government subsidy to the users who help scheduling is most suitable for small or tourist cities.(3)This thesis constructs the incentive and constraint game model between the government,operator and operator,advertising contractors.It provides an effective way to improve the level of followers' efforts and leader's supervision,and provides a guarantee for the cooperative stability of all the stakeholders in the public bicycle sharing system.(4)The operation decision model of public bicycle sharing system is constructed from the angle of raising the system management decision level.The research result points out that the system has the potential to achieve break-even through optimization operation in limited cycle,while ensuring that the stakeholders can obtain the satisfactory income.By this way,the system will be possible to achieve the sustainable operation.(5)The algorithm of Variable Granularity-Depth First Search is proposed to solve the sustainable operation decision model,which can reduce the time spent on model solving by 90%.Moreover,it develops the visual operation interface to provid e the application basis for the generalization of the model.The research results of this thesis provide an important idea and method for the benefit optimization of the public bicycle sharing system,which lays a foundation for the realization of the sustainable self-operation of the system.At the same time,the research results provide meaningful enlightenment and management suggestion for practice,and then promote the development of theoretical research and practical application in the field of public traffic management.
