Research On Forming Mechanism And Evaluation Of Dual-use Technology Promotion Strategic Capacity

Dual-use technology plays an important role in the development of national defense and military and civilian economy.The exploitation and dissemination of dual-use technology has been the core of the scientific and technological strategy in the national defense science and technology.Although dual-use technology development has gained a lot of achievements in China,achievement transformation and popularized application are ongoing.Our country attaches great importance to the exploitation and dissemination of dual-use technology.It is promoted to the the national strategic status and reflected in the developing program,techno-economic policy,legal and institution.In this paper,formation mechanism and evaluation model of dual-use technology popularization strategic capability have been put forward.The evaluation results provide decision-making reference for implementing and propelling dual-use technology promotion strategy.The main contents include:(1)It summarizes the current situation of dual-use technology promotion in china.Based on the definition of dual-use technology promotion,this paper gives an analysis of the state's general plan,achievements and problems about dual-use technology promotion.And then,it summarizes the practice status of dual-use technology promotion.(2)It defines the connotation and composition of dual-use technology promotion strategy ability.On the basis of strategic target and focus,this paper describes the strategy process of dual-use technology promotion from three stages of strategic analysis and formulation,strategy implementation and
