Research On Capability Building Of Rural Science Popularization Public Service

Technology-driven development is the key to achieve comprehensive rural revitalization.The capability building of rural science popularization public service is the basic measure to implement the science and technology-driven “three rural” development strategy,which is crucial for farmers' intelligence and income increasing,agricultural transformation and upgrading,and overall rural progress.The capability building of rural science popularization public service should focus on both scale capability and efficiency capability.Based on public product theory,new public service theory and capability theory,the structural model of rural science popularization public service capability is put forward and the evaluation index system is also constructed from input and output,including five aspects of rural popular science personnel,sites,funds,media and activities,to do the analysis of AHP-entropy method and DEA-Tobit model,in line with the statistical data of 31 provinces(regions and municipalities)in mainland China in 2016,to evaluate empirically the rural science popularization public servive capability from scale and efficiency dimensions.The conclusions are that the scale capability of rural science popularization public servive is obviously improved but is unbalanced development between regions and inside the region;The efficiency capability with the highest level have fewer provinces,which are affected by economic development level,urbanization level,farmers' cultural quality and relevant policy environment;The coordination of the scale and efficiency capability in most areas is poor.In this regard,the capability buliding of rural science popularization public service should adhere to the principle of coordinated development in scale capability and efficiency capability,service supply side targeting service demand side,national top-level design optimization combined with local precise measures.At the same time,attach importance to organization construction and upgrade quality of rural popular science personnel,speed up and realize co-construction and sharing of rural popular science sites,increase investment and improve utilization efficiency of rural popular science funds,strengthen construction and innovative communication methods of rural popular science media,enrich content and improve forms of rural popular science activities,to improve the comprehensive capability of rural science popularization public service effectively.
