Research On The Diversified Financing Mechanism For Science&Technology Popularization

The science popularization is an essential key link in improving the national scientific quality, the success of it can be directly related to the national scientific quality, to the international competitiveness, even to the national prosperity and strength. Since the foundation of new China, the national government has attached great importance to the popularization of science and technology, invested lots of money on the in the facilitie construction and team cultivation of science popularization, has formed an institutionalize, scientific and standardized science popularizing situation with the government unified leadership. However, China’s current funds on science popularization still keep the planned appropriation way, for a long time, the development of the science popularization almost completely rely on the government financial appropriation of differents levels. Although there are several individual enterprises and individual investing on the constructiong and operation of the science and technology venues,or donated the science career, but the proportion is still quite low, a multi-channel and socialized input system of science popularization has not established. The unsmoothness of the social capital raising channel, as well as the imperfectione of the attracting mechanism on social capital investment led to fund shortage phenomenon of the science popularization, which seriously restricts the development of the cause of science popularization at the present stage of China.Weifang is one of the city earliest putting forward the diversified financing for the popularization of science and technology, with a better basis. Its science popularization work is walking in the forefront of the whole province, and has searched and accumulated several successful experience. This text is based on theory of the public administration and other policies and regulations, combined with the actual situation of Weifang city, giving priority to empirical research with qualitative analysis and quantitative analysis complementary, uses the methods of literature survey, comparative analysis and consultation, takes the construction of diversified mechanism of financing for science popularization as the research object, borrows ideas from the theory and practice of financing for science popularization at home and abroad, based on the national conditions and current situation of the science popularization funds, focuses on the transformation form the government-allocation to market&society-allocation of scientific resources, as well as the establishment of a new input mechanism with the combination of "market, government, social responsibility", giving full play to the "hematopoietic role" of government investment, attracting more social resources to participate in science popularization career, explores establishing a perfect constraint&supervision mechanism science popularization input and a valuation index system of science popularizing benefit, which can further improve the diversified mechanism of funds raising for science popularization.If this diversified mechanism being promoted to the whole province or even the whole country, it can generates great radiation effect to the development of the scinece popularization cause, which has great practical significance to rationalizing the developping route of our science popularing cause, avoiding the bottleneck of funds, and guaranteing sustainable development of our science popularing cause.
