Study On The Mechanism And Path Of Coordination Development Of Huaihai Urban Agglomeration

Under the background of "new urbanization strategy" and its implementations in China,urban agglomerations are becoming basic units for regional developments and global competitions.For under "the Belt and Road" intersection and also being the eastern opening frontier of "Silk Road Economic Belt",both of them bring Huaihai urban agglomeration key roles in national strategy of "two vertical and three horizontal city development".However,Huaihai city agglomeration is still with bottlenecks such as economic weakness,comparative weak center,poor transportation and un-cooperated industrial structures,and all of them not only restricts further development,but also affect national "new urbanization" strategy.Therefore,it is imminent to strengthen the research works of coordinated development mechanism and path dynamics.The first chapter is the introduction.The chapter clarifies backgrounds and significances of this work,sorts out the references both in China and abroad.With whole system being built under theory consideration,all aspects of research theme,subjects,contents and methodologies are listed here under the aiming of coordinated development.The second chapter defines research object:Huaihai urban agglomeration that contents 8 cities:Xuzhou,Lianyungang,Suqian,Zaozhuang,Shangqiu,Huaibei and Suqian,and Xuzhou city being especially concerned among them as center.With review works in development stages,basic classifications are made as follow:incubation stage(1986-1999),accelerated phase(2000-2009),promotion stage(2010-2014)and open development stage(since2015).It is recognized that this urban agglomeration is with development capacities.The third chapter gives introduction of coordinated development theory,and constructs the evaluation system based on economic,social,and resource environment subsystem indexes,and then quantitatively analysis the coordinated development in spatial,socio-economic and cooperative level aspects.By comparing with other national urban agglomerations,Huaihai case is with shortcomings in relative weak agglomeration center,un-cooperated industrial system,un-convenient infrastructure,political restricts,un-share marketing,etc.,and the coordinated development still with capacity for further improvement.The fourth chapter discusses the dynamic mechanism of the coordinated development of Huaihai urban agglomeration.With mechanisms of market allocation,spatial flow operation,central city distribution,spatial organization and labor cooperation division being discussed,it is found out that spatial flowed operation is with significant positive influence,and relative weak central city distribution is with negative roles in promoting coordinated development patterns.The fifth chapter discusses coordinated development path in both spatial and dynamic aspects.With spatial development pattern being discussed,all sorts of single-center,double-center,multi network-center and transportation are concerned,and Huaihai urban agglomeration is recognized with patterns of "from single-center to double-center and even multi network-center".With dynamic development patterns in all aspects of industrial dynamics,ecological dynamics,infrastructure services dynamics and political resource dynamics,Huaihai urban agglomeration is recognized with aspects of comprehensive dynamics of industry,resource and polices.The sixth chapter discusses the coordinated development path in two aspects:soft environment and hard environment construction.The soft environment construction includes "collaborative path","city group synergy and city group collaborative governance path","city cluster service coordination",and hard environment construction path includes "the center of the city to lead the city infrastructure","cooperative path group collaborative path" and "city group cooperation path of ecological environment".Based on all of those,the SD modeling methodology is applied and three cases of "low","medium" and "high" are hypothesized and discussed.The seventh chapter is the conclusion and discussion of this paper,which summarizes the main conclusions and viewpoints.By and questions listing and discussing,this work also give perspectives on further researches.This work gives certain contribution in urban agglomeration theory,and also accelerated coordinated development works in Huaihai urban agglomeration.In all,this research work contributes national "the one Belt and Road" strategy.
