Development Zones is a very important nuclear of regional eco nomic and social development,a booster of accelerating the industria l transformation and the promoting the development of strategic em erging industries and a powerful engine of promoting the new indus trialization and new urbanization.Chang-Zhu-Tan urban agglomeration is an important node in the middle reaches of the Yangtze River,a pioneer in the construction of the six provinces of central China,a nd a leader of rapid economic and social development in Hunan.Sta te-level development zones is obvious in the development zone sup porting role and scale effect;State-level development zones in Chang-Zhu-Tan urban agglomeration occupy "half of the sky" in Hunan P rovince.The coordination development of state-level development is a step of Chang-Zhu-Tan urban agglomeration integration and an ur gent requirement of transformation of state-level development zones.The main mechanism include the mechanism of competition,the gov ernment,organization and the coupling mechanism.This paper, under the guidance of the theory of synergetics,the theory of industrial cluster,the theory of symbiosis, the theory of mutual spatial effect and the theory of regional cooperation, is base d on the socioeconomic data,the data in development zones. Chang-Zhu-Tan urban agglomeration was taken as an example,with the hel p of software like SPSS19.0,the research on the coordination develo pment of the State-level development zones in Chang-Zhu-Tan urba n agglomeration was carried out by adopting literature analysis,quan titative calculation,empirical research and field research method. The concrete research results indicated:(1)Analysis of the current sit uation.A series of achievements was made in development zones.H owever,there is some issues of similar industrial structure,incomplete industry chain,lack of business interaction uneven regional develop ment and lack of land space.(2)Factors and mechanism of coordi nation development. Influence of coordinate development mainly inc lude favorable factors and unfavorable factors.Favorable factors inclu de around the world a new round of revolution of science and tech nology and the national policy support,strong space interaction,obvio us location advantages,intensive talent resource.Unfavorable factors a re bad international and domestic macroeconomic situation, pressure of transformation of development zones,and pressure of developme nt zones from other province.Mechanism mainly include competition,government coordination, organization and coupling.(3)The constr uction of system of coordination development. The system include t he four aspects of industry,space,level and function. Industry coordin ation is that to construct industrial clusters,to strengthen regional cooperation in the industrial chain and to develop industrial innovation;Space coordination is from three aspects :optimizing space layout,dif ferentiated mode of industry-city integration and the development of enclave economy;Level coordination is that to play the leading rol e of the state-level development zones,to improve the development of weaker development zones and to support the better development zones to become state-level developments;Functional coordination is coordination of High-Tech industrial development zones,Economic-T echnological development zones and comprehensive bonded zone.(4)Measures of coordination development.The measures are optimizing allocation of resources,focusing on the development of industry clust er,coordinating overall planning,developing of recycling economy an d promoting opening development and innovating management syste m.
