| As the basic industry of the national economy,agriculture directly affects the development of the overall national economy,relates to the health of human beings.Since 2004,the "Three Rural Issues" is being reflected and concerned for twelve years in the central documents,Central attaches importance to agricultural development.Agriculture has a prominent position in the economic development of Xinjiang.Xinjiang must has a fast spade to develop the agriculture,to promote agricultural modernization,in order to provide industrial support for the construction of the core area of the Silk Road Economic Belt.As the core,the agriculture of Xinjiang is in the face of unprecedented opportunities,but also face more intense international competition.Research on the agricultural competitiveness of Xinjiang in the background of the increasingly fierce competition of Agriculture,on the one hand,provides a standardized and stable international environment for the sustainable development of modern agriculture in Xinjiang,enhances the international status of agriculture in China,on the other hand,to a certain extent,is conducive to the promotion of Xinjiang faster and fully built a well-off society.Based on comparative advantage theory,resource endowment theory,competitive advantage theory,location theory and sustainable development theory,the paper constructs the theoretical analysis framework of agricultural competitiveness under the background of “Silk Road Economic Belt”.Based on this,starting from special district of Xinjiang,the paper constructs the evaluation index system of agricultural competitiveness,and analyzes the agricultural competitiveness of Xinjiang through comprehensive evaluation analysis,and analyzes the agricultural competitiveness of Xinjiang through the TOPSIS comprehensive evaluation model,and predicts the agricultural competitiveness through the index smoothing method,and measures and compares the agricultural competitiveness of the economies along the Xinjiang and the “Silk Road Economic Belt” through the comprehensive evaluation method,and analyzes the factors affecting agricultural competitiveness of Xinjiang by using ridge regression method.Finally,this paper puts forward some suggestions to promote the agricultural competitiveness of Xinjiang.This paper analyzes the agricultural competitiveness of Xinjiang in the background of “Silk Road Economic Belt” by using normative analysis and empirical analysis,static analysis and dynamic analysis,comparative analysis.Through analysis,the following conclusions are drawn:First,throughout the course of development since the reform and opening up,Xinjiang agriculture has experienced four stages,namely,self-sufficiency in grain production,low agricultural production,slow growth of agricultural production,rapid growth of agricultural production,Xinjiang agricultural development has remarkable results after more than three years,the main performance is that the scale of agricultural production in Xinjiang is growing steadily,the structure of agricultural industry tends to be reasonable,the level of agricultural infrastructure has been gradually improved.Second,the paper constructs the agricultural competitiveness index system including agricultural production factors,agricultural production capacity,agricultural growth profitability,agricultural technology innovation and agricultural development environment.Third,from 2000 to 2015,the level of agricultural competitiveness in Xinjiang generally increased,agricultural production factors,agricultural production capacity,agricultural growth profitability,agricultural technology innovation and agricultural development environment are also on the rise.Agricultural production factors and agricultural production capacity are the basic support of Xinjiang agricultural development;agricultural technological innovation and the profit ability of agricultural growth are the key drivers of Xinjiang’s agricultural competitiveness;agricultural development environment is becoming more and more important in the agricultural competitiveness of Xinjiang.In the year 2000-2015,the efficiency of agricultural competitiveness in Xinjiang has generally increased,and its distance from ideal value has been shrinking.During the 13 th five-year plan period,the agricultural competitiveness of Xinjiang will continue to rise and the trend will remain unchanged in the short term.Fourth,Heilongjiang’s agricultural competitiveness is stronger than other provinces along the silk road economic belt,the second one is Xinjiang,the other provinces ranked were Inner Mongolia,Yunnan,Gansu,Shaanxi,Ningxia,Tibet,Chongqing and Qinghai.Compared with the silk road economic belt along the other provinces,Xinjiang’s agricultural production,agricultural productivity and agricultural technology innovation have strong competitive advantages,its competitive advantage in agricultural development environment is weak,and the competitive advantage is not obvious in agricultural production capacity.Along the silk road economic belt along other provinces,Heilongjiang has a strong competitive edge in agricultural agricultural production capacity,agricultural growth profitability and agricultural technological innovation.Inner Mongolia has obvious competitive advantages in agricultural production factors and agricultural growth.Yunnan has a strong competitive edge in the development environment,but it has a weak competitive advantage in agricultural production factors and agricultural growth profitability.Shaanxi has obvious competitive advantages in agricultural production capacity and agricultural technological innovation,but it has no competitive advantage in agricultural production factors and agricultural growth profitability.Gansu’s agricultural development environment has obvious competitive advantage;Inner Mongolia and chongqing have strong profitability of agricultural growth.Fifth,Xinjiang’s agricultural competitiveness is stronger than that of the silk road economic belt region(the five central Asian countries),The ranking of the agricultural competitiveness of the belt countries in the silk road economic belt(the five central Asian countries)is Kazakhstan,Uzbekistan,Turkmenistan,Tajikistan and Kyrgyzstan.From the scores of the various indicators,Xinjiang elements in agricultural production,agricultural productivity and profit ability of agricultural growth has a strong competitive advantage,in the aspect of agriculture technology innovation and agricultural development environment with strong competitive advantage.In the belt of the silk road economic belt region(the five central Asian countries),Kazakhstan’s agricultural production factors and agricultural development environment have obvious competitive advantages,but its agricultural technology innovation competitiveness is weak.Tajikistan is more competitive in agricultural technology innovation,but it is less competitive in agricultural production factors and agricultural production capacity.The competitive advantage of agricultural growth in Turkmenistan is obvious,followed by agricultural production factors,and its agricultural development environment is not obvious.Uzbekistan has a strong competitive edge in agricultural technology innovation and agricultural development environment,but it has no competitive advantage in agricultural production factors.Sixth,the total social fixed asset investment,per capita disposable income of the residents and the added value of the textile industry in the above scale all contribute positively to the improvement of agricultural competitiveness in Xinjiang.Among them,the value added value of the textile industry is the most obvious to the agricultural competitiveness of xinjiang,the second is the total social fixed asset investment of agriculture,forestry and animal husbandry,per capita disposable income of the residents is not obvious.The per capita grain consumption quantity,fertilizer application amount and crop disaster area have negative effect on the improvement of agricultural competitiveness in xinjiang.The amount of fertilizer applied to the agricultural competitiveness of xinjiang is greater than that of the crops affected area and per capita grain consumption.Seventh,the paper proposes measures to improve the agricultural competitiveness of xinjiang,mainly includes the following aspects: the first is to promote the rural land reform countermeasures;secondly,the measures to improve the quality of agricultural laborers;thirdly,it is necessary to accelerate the adjustment of agricultural structure.fourth,it is the countermeasures to promote agricultural technological innovation;the fifth is the countermeasures to increase the strength of industrial agriculture.the sixth is to strengthen the government’s fiscal support measures. |
