The Study On The Regional Collaborative Innovation Network Based On The Effect Of Talent Accumulation

With the depening of the economic globalization,the transnational and interdisciplinary,cross department of science and technology activities,ongoing technological innovation in the role of science and technology activity increasingly significant.Technology innovation including science,technology,organization,financial,and business and a series of activities,is complex,gradation,nonlinear,self-organizing characteristics,make people gradually realized from a single element innovation process of complex,difficult to explain the system need to develop in the direction of collaborative innovation system innovation.Collaborative innovation network includes many elements of resources.Relative to the material resources,talented people,as a special economic elements,has high content of capital and strong ability of social wealth creation.talent is the source of power of innovation in human resources,is one of the most active innovation factors,the most vital elements of the resources.To some extent,the formation of collaborative innovation and transformation,rely on the innovative talents in the system optimization configuration and coordination,So this study put the important on the relationship between the talent aggregation and collaborative innovation network,and play the role of talent aggregation effect in collaborative innovation network.This dissertation is divided into the following four parts: the first part(chapter 1 and chapter 2)as the core results of theoretical and practical background,mainly expounds the research motivation,objectives,research questions,research ideas and methods,explains the related core concepts especially for the first time,the academia has been summarized research progress.The second part(chapter 3)is one of the core part of this article,mainly expounds the connotation and characteristics of talent aggregation effect,through talents gathered research related literature at home and abroad,to select the main effect of talent aggregation effect analysis on the characteristics: innovation effect,economic effect,talent growth effect,scale effect,knowledge spillover effect,information sharing effect and time effect,etc.,on this basis,build talent aggregation effect characteristic index system,collecting data to analyze its impact on economic and social,and the degree of influence on the effect of sorting,differentiate talent aggregation effect characteristics of regional economic and social effect size for below build collaborative innovation network model provides theoretical basis.The third part(chapter 4 and chapter 5)is a core part of this article,through the systematic analysis of talent aggregation effect and regional cooperative innovation network of inner link,based on the talent aggregation effect relationship with regional collaborative innovation network model.In Shanxi Province as an example,using social network analysis method,to build a regional collaborative innovation network based on talent aggregation effect.On this basis,the whole network and classification analysis.The fourth part(chapter 6 and chapter 7)as the conclusion of the full text,mainly summarizes the full text of the main findings,relevant policy Suggestions and research direction in the future.In this dissertation,we study the main research conclusions are as follows:(1)The importance of talent aggregation effect characteristic evaluation sequence from high to low in turn is innovation effect,time effect,knowledge spillover effect,economic effect,talent growth effect,information sharing effect and scale effect.Talent aggregation is the purpose of the rational allocation of talent resources and integration,therefore,talent aggregation effect of the first reference to the most intuitive reflect innovation effect and time effect,on the basis of the knowledge spillover and economic effect,and through the innovation effect of innovation role in regional economic development produce talents growth effect,information sharing effect and regional economies of scale.(2)Under the influence of talent aggregation effect,multiple network actors node through the intermediary agencies,financial institutions connection form of resource platform,through information sharing,interactive behavior such as achievements,realize the maximization of the collaborative innovation effect of each node,promote regional innovation ability to ascend together.In turn,regional innovation ability through ascension affect regional economic development,to further attract a higher level,the talent to form a new,higher level of talent aggregation effect.Therefore,talent aggregation and collaborative interaction between innovation network,influence each other,common effective interaction and the virtuous cycle of organic evolution.(3)From the point of whole collaborative innovation network,the network relationship is weaker,the concentration level of talent aggregation of centralized degree is relatively low.Shanxi Province level around the city more subjects and the innovation talented person's exchange and the cooperation,is committed to promoting the improvement of regional innovation ability,is the key subject in collaborative innovation network,compared with the government's attention degree,scientific research innovation synergy between weakens the entire network of cooperative innovation between innovation subjects.(4)Taiyuan is the core of the regional human resources relatively easy to form between the factions,investigate its reason,colleges and universities in terms of talent easier to form a larger between the tacit understanding,its close communication not only can provide experience for the development,can also lay the foundation for the cooperation.The government has the consistency of top-down policy,and the close relationship between them can promote the development of regional collaborative innovation network.And enterprises,because of the different areas of their own field,are limited in collaborative innovation,difficult to form a closely linked faction.(6)Research in collaborative innovation network,innovation talent exchange and interaction between the main body of the vertical distribution showed that government support for colleges and universities and research institutes cooperation innovation is obviously insufficient,fit content is less,talent growth effect and scale effect not fully reflected.Combined with different talents do not match the interests between innovation subjects,lead to the research in collaborative innovation network talent cohesion obviously inadequate.(7)Applied in collaborative innovation network,talent exchange and interaction between innovation subjects surround type distribution shows that colleges and universities and research institutes of scientific research achievements conversion rate is low,the depth of cooperation,the cooperation between level is not high,not fully sharing of information,knowledge overflow ratio is low,the development prospects uncertain,some enterprises in the pursuit of different interests,fight alone,not with other innovation main body to form close cooperative relations,regional innovation effect and economic effect maximize.In this dissertation,the innovations embodied in the following three aspects:(1)This dissertation studies regional collaborative innovation network from the perspective of talent aggregation effect,and provides new ideas for collaborative innovation research.Talent aggregation effect and regional innovation network research effectively combine together,to facilitate analysis in collaborative innovation network innovation subjects to the degree of its role in developing talent elements,more accurately grasp the regional collaborative innovation network element node of collaborative relationship.(2)The relationship between talent aggregation effect and regional collaborative innovation network is constructed.Combination of talent aggregation effect in the way of performance between innovation subjects and four innovation main body of the regional collaborative innovation networks,to explore the effect of talent aggregation and regional cooperative innovation network inner link,build the talent aggregation effect and the mechanism of the regional synergy between innovation network model.(3)This dissertation analyzes the structure of the research and application collaborative innovation network based on the classification perspective.From the government and colleges and universities and research institutes,enterprises and universities and research institutes both build collaborative innovation network,and analyses of current situation of research and application of collaborative innovation network structure,thus further determine the regional collaborative network of differences and relations among the innovation subjects.
