| Ecological compensation,as a policy-related system to adjust the relationship between the ecological environment and various stakeholders,is an important measure to coordinate ecological protection and ecological economic development,and gradually becomes a new incentive mechanism for the construction of ecological civilization.With the establishment of the general layout of "five in one" of economy,politics,culture,society and ecology,ecological compensation has become increasingly critical in constructing ecological civilization since the 18th and 19th national congresses of the CPC,and the establishment of ecological compensation mechanism has become a national concern.In recent years,China has actively explored inter-regional ecological compensation mechanism,realized the transformation from the original policy promotion to the current legal regulation,and advocated the establishment of diversified inter-regional ecological.However,given the complex relationship between stakeholders,the ecological compensation practices across regions and cross-functional areas is insufficient,except for the frequently-practiced cross-basin compensation.Besides,the relevant theoretical studies are also very rare.This phenomenon indicates the failure in ineffective cross-regional ecological compensation mechanism of China.Heilongjiang,a major province of forestry ecology,is rich in forestry resources.However,different functional orientations and development directions within the province result in a striking imbalance of inter-regional resource allocation,especially the imbalance of ecological service functions and ecological benefits in the main functional area.Therefore,it is imperative to give full play to the advantages of state-owned forests in Heilongjiang province and establish a cross-regional ecological compensation coordination mechanism in Heilongjiang province.This paper takes Heilongjiang province as the sample research area.Based on the existing theoretical research on ecological compensation mechanism and the practical experience of cross-basin ecological compensation,this paper explores the cross-regional ecological compensation coordination mechanism.In other words,it focuses on realizing a balanced allocation of resources among regions and promoting the coordinated development of environmental protection and economy.The specific ways to achieve the goal include scientific regulation,coordination and complementarity,with the government,the public and enterprises as the compensation subjects,the main functional area as the compensation object,and the market as the orientation,as well as setting up public and enterprise participation mechanism,government consultation mechanism and priority mechanism of cross-regional management,such as ecological cooperation and ecological transaction.With the consultation,collection and sorting of relevant papers at home and abroad,this paper summarized and reviewed the research status of cross-regional ecological compensation coordination mechanism.Under the guidance of new theories such as game theory,coordination theory and regional coordination theory,this paper adopt systematically the ArcGIS spatial analysis,confirmatory factor analysis,questionnaire survey and other statistical analysis methods in order to realize regional economic balance and ecological construction coordination as the entry point.This research is mainly carried out from the perspective of the public and society to determine the action mechanism of the trend of collaborative evolution between different interest subjects.From the perspective of game theory,this paper aims at the research of cross-regional ecological compensation subject and object's interest relations,logical relations,society and the public's paying willingness,compensation coordination scheme between main functional zones,policy implementation,coordination mechanism construction and operation and other contents to find the coordination way out.Meanwhile,the differentiation analysis of eight separate regions in Heilongjiang province such as Harbin,Daqing,Qiqihar,Daxinganling,Xiaoxinganling,Jiamusi,Shuangyashan,Suihua will be conducted on the basis of research data.The coordination degree and payment intention value between functional areas are comprehensively measured by using the dispersion co-efficient minimization model,CVM survey method,exploratory analysis and structural equation model.The cross-regional ecological compensation coordination standard is calculated from the perspective of the public.It carries out the case analysis of around-Harbin-Daqing-Qiqihar industrial corridor and Daxinganling,Xiaoxinganling inter-regional ecological compensation,combing the problems confronted by different functional areas from provincial range during compensation and coordination process.Also,it advocates that enterprises can solve problems of limited development by paying for ecological services,buying and selling carbon emission rights and other cross-regional ecological compensation methods,when difficult to move forward.Eventually,this paper discusses the operation strategy and guarantee system of the cross-regional ecological compensation coordination mechanism in Heilongjiang province.Furthermore,it puts forward the suggestions of optimizing the cross-regional ecological compensation coordination platform,establishing a multi-investment mechanism for cross-regional ecological compensation,the industrial policy of cross-regional ecological compensation system,constructing the cooperation mechanism of cross-regional ecological compensation coordination among different subjects,establishing a cross-regional ecological compensation evaluation and feedback system for ecological compensation system in Heilongjiang province.This paper intends to break through regional restrictions,broaden the coordination channels of ecological compensation,and put forward a scientific and constructive coordination mechanism and guarantee system to promote the cross-regional ecological compensation coordination in Heilongjiang province to finally provide certain guidance and advice for the ecological compensation reform in Heilongjiang province and improve the theoretical research and practical exploration of the cross-regional ecological compensation coordination mechanism in China. |
