In recent years,the chemical industry has developed rapidly in our country,meanwhile,the number and scale of chemical parks have been increasing.However,a large number of chemical substances are stored in the chemical park,and most of these substances are flammable,explosive,or poisonous.What's more,these chemical substances are stored in many special environments such as low(high)temperature or high(low)pressure.A little carelessness is likely to cause accidents such as fire,explosion,and leakage of dangerous substances.Meanwhile,there is a large number of companies in the chemical parks and they are close to each other,once an accident occurred in one company,it is possible to interact with the surrounding companies and cause the escalation and expansion of the accident,as a consequence,the loss caused by accident occurred in the chemical parks is far more than the loss caused by the accident occurred in single company.Due to the large number and complex types of hazardous substances stored in the chemical park,the types of accidents that may occur in the chemical park are different,and the consequences of the accidents are different,which brings certain difficulties to the study of safety issues in the chemical park.Aiming at the safety problems of chemical parks,this thesis first uses fuzzy clustering method to classify the emergency supplies to cope with the demand for different types of emergency supplies of chemical parks,then,the theory and methods of operations research is selected to establish the emergency facility location model of chemical parks and the optimization model of the layout of internal safety barriers of chemical parks.The models stated above are designed to increase the possibility of emergency supplies reaching the accident site before the accident escalates.The main work of this thesis is structured as follows:Due to the variety of hazardous materials stored in the chemical parks,the types of accidents and disasters that may occur are different,and then the types of requirements for emergency supplies after the accident are also different.Considering the problem stated above,based on the analysis of the characteristics of emergency materials demand,this thesis builds an emergency supplies classification index system,and fuzzy clustering analysis method was selected to classify the emergency supplies for chemical parks,The method provides technical support for the classification and storage of emergency supplies for chemical parks.From the perspective of enhancing the safety of chemical parks externally,considering the needs of each chemical park for different types of supplies,with the goal of minimizing costs and maximizing the satisfaction rate of demand,a multi-objective covering emergency facility location model for chemical parks is established.By introducing the rescue time function,it reflects the impact of the transportation time of emergency supplies on the rescue effect,making the model more suitable for the actual situation.The model was verified in combination with specific cases,the fast non-inferior solution-dominated sorting algorithm(NSGA-?)is selected to solve the problem,and the TODIM method is used to sort the obtained Pareto Optimal Solution for decision makers.It provides a reference for the selection of the final facility location plan.From the perspective of improving the safety of the industrial parks internally,the risk of domino accidents caused by spread of accident was analyzed,and an optimization model for the layout of internal safety barriers in the chemical parks is proposed.Optimization has been made to delay the time that the accident needed to spread among adjacent units in the parks,thereby increasing the possibility of emergency supplies arriving at the accident site before the disaster escalates.
