In recent years,China's economy has entered a "new normal"situation.In order to deal with the large amount of carbon emissions and low efficiency of the whole system running problems,It is essential for our energy field to promote the structural reform of the energy supply side oriented by "collaborative development,innovation and low carbon".As the basic industry of the national economy,the electric power industry is of great significance to the harmonious development of China's economic society and the country's long-term stability.In the new situation,the power industry needs to pay more attention to energy conservation and emission reduction,and pay more attention to the coordinated development.Emissions of green gases will be a serious threat to our survival environment,it will severely restrict the sustainable development of China's economy and society.Therefore,under the premise of ensuring stable power supply,electric power industry in China must take a green and low carbon road of sustainable development,so as to provide high quality power supply for China's economic and social development.The sustainable development of China's economy can not be separated from the low carbonization of the electric power industry and the low carbonization of the electric power industry depends on the effective implementation and promotion of low carbon power technologies.At present,China's low carbon power technologies develops disorderly,and the emission reduction benefits of low carbon power technologies remains to be to further improve.Now it's a key problem for China's low carbon power technologies how to "make the best development,and collaborate development”of the top design.In view of this,by introducting the collaborative management theory,this paper studies on the selection strategy of the key carbon power technologies in China,so as to achieve the goal of" the best development".by studying on the collaborative development model of low carbon power technologies,we can achieve the goal of " collaborate development ".Afer all these research,we hope to provide the basis for the implementation and promotion of low-carbon power technologies in China,so as to help to improve the power industry low carbon level,and to maximize the benefits of low carbon emission reduction.Firstly,this paper defines the concept of low carbon power technologies,and analyzes the problems in the development of low carbon power technologies.Based on the analysis of the whole process of the electric power industry and the characteristics of the power industry,the concept of low-carbon power technologies is defined,and the internal and external environment and development of low-carbon power technologies are analyzed and studied.Secondly,this paper studies the collaborative management theory of low carbon power technologies,and built a collaborative management framework for low carbon power technologies.Based on the theory of collaborative managemen a cooperative management framework of the low carbon power technologies is built.Identify the critical low carbon power technologies screening method based on life cycle theory and comprehensive evaluation method to construct the contribution of low carbon power technologies low carbon,cost benefit and the development of risk assessment method is proposed.Thirdly,this paper studies a collaborative development model of low carbon power technologies for low carbon emission reduction targets.With the goal of minimizing the total social cost,carbon emission reduction targets,electric power,energy and other conditions as constraints,for low carbon power technologies for capacity planning and cost calculation,constructs the collaborative development model for low carbon emission reduction targets of low carbon electricity technologies,the use of improved SFLA algorithm to solve the model,and a region in the south of the actual data for empirical analysis.Fourthly,this paper studies the implementation approach of the collaborative management of low carbon power technologies in China.Analysis of China's low carbon power technologies collaborative management information needs,the participants,the collaborative management information system functions;according to the needs of information system,has been clear about the collaborative management information system data structure,design thinking;design the can realize low carbon power technologies collaborative management information system architecture,network structure,business model,business processes and database.Fifthly,this paper studies the coordination management organization and safeguard measures of low carbon power technologies.The organization structure of the collaborative management of low carbon power technologies is designed,and the relationship and responsibilities of the participating subjects are clarified.The working process of the collaborative development planning of low carbon power technologies is constructed,and the working process and the organization structure are mutually matched,which help the participants to understand the cooperative management of the low carbon power technologies.From two aspects of the supporting facilities construction and the supporting system construction,the low carbon electric power technologies cooperation management safeguard measures are proposed.
