Research On Residents’ Engagement In Governance Of Sponge-style Old Community Renewal

Under the background of rapid development of urbanization in China,urban water disease prevails.In the face of the urgent urban water crisis,“Sponge City”(SC)concept came into being.As a heavy waterlogging area,the old community is an important part of the SC construction,and Sponge-style Old Community Renewal(SOCR)involves more areas and is more difficult.Therefore,the government began to vigorously promote the residents’ engagement as a new way of implementing the SCOR.However,at this stage,“unintentional engagement”,“inability to engage”,“no way to engage”,“disorderly engagement” and other phenomena still exist in the construction of the SOCR projects,which seriously restricts the governance level of the old community and even causes many complaints.Although scholars at home and abroad have conducted many studies on the old community renewal,the construction of the SC,residents’ engagement governance,there are few applications of participatory governance in the SOCR,few quantitative analysis of residents’ engagement pattern in governance,lack of evaluation method of residents’ engagement in governance level,few analysis of the influencing factors of residents’ engagement in governance,no analysis of residents’ engagement in governance mechanism,lack of dynamic simulation of residents’ engagement in governance,and lack of countermeasures to guide residents to participate in governance.Therefore,in this study,participatory governance is introduced into the implementation of the SOCR.According to the research idea of “analyzing the connotation-dividing the pattern of residents’ engagement in governance-evaluating the level of residents’ engagement in governance-analyzing the mechanism of residents’ engagement in governance-simulating the dynamic process of residents’ engagement in governance”,the residents’ engagement in governance of the SOCR has been studied.The specific research contents and steps are as follows:(1)Comprehensively analyzing the connotation of residents’ engagement in governance of the SOCR.Through literature analysis and field visits,this paper discussed the connotation of the SOCR and residents’ engagement in governance.On this basis,it defined the concept of residents’ engagement in governance of the SOCR,analyzed the basic elements of residents’ engagement in governance of the SOCR,such as subject,object and process,and clarified the application of residents’ engagement in the SOCR at home and abroad.Then,this paper summarized the characteristics of residents’ engagement in governance from five aspects: empowerment,engagement,cooperation,network and validity,which provided a clear research framework for the follow-up study and promoted the application of participatory governance theory in this field.(2)Systematically dividing the types of residents’ engagement pattern in governance of the SOCR.Based on the grounded theory,this paper constructed the identification framework of residents’ engagement behaviors in governance of the SOCR.It is used to identify the residents’ engagement behaviors in governance of the SOCR,and the PROMETHEE II method was applied to rank the engagement level of these behaviors.Then,based on the engagement framework in the field of educational psychology,the conceptual framework of residents’ engagement patterns in governance of the SOCR were determined,and the classification calculation model of residents’ engagement patterns in governance was established based on the hierarchical clustering analysis and k-means clustering analysis method.The empirical analysis of five pilot sponge cities in the Yangtze River Delta area was carried out,and seven types of residents’ engagement patterns in governance have been obtained,such as the control engagement pattern,the informed engagement pattern,nonengagement pattern,passive attitude pattern,cooperation pattern,weak will pattern and the full engagement pattern.This part of research is helpful to combine theory and practice to objectively analyze the situation of residents’ engagement in governance and enrich the relevant research of engagement framework.(3)Quantitative evaluation of residents’ engagement in governance of the SOCR.Through literature analysis,this paper systematically collated the indicators of engagement level evaluation,constructed a preliminary indicator system of residents’ engagement in governance level evaluation in the SOCR,and then optimized the indicator system according to the interview results of relevant experts to determine the final indicator system of residents’ engagement in governance level evaluation in the SOCR.Then,based on ANP-PROMETHEE II,the evaluation model of residents’ engagement in governance level in the SOCR was constructed.Taking five pilot sponge cities in the Yangtze River Delta as an example,the comprehensive residents’ engagement level in governance of five cities was calculated and compared to quantify the residents’ engagement level in governance of the SOCR.This part of research is helpful to judge the performance of residents’ engagement in governance and innovate the evaluation method of residents’ engagement in governance of the SOCR.(4)Deeply exploring the formation mechanism of residents’ engagement in governance of the SOCR.Using the method of literature analysis to sort out the common behavioral theories in the field of psychology,based on the theory of planned behavior,the paper constructed the research framework of the internal logic analysis of the residents’ engagement pattern in the governance of the SOCR,and used the empirical analysis of the pilot sponge cities in the Yangtze River Delta by SEM to verify the internal logic part hypothesis of the residents’ engagement pattern in the governance.On this basis,based on the theory of social practice and other theories,this paper constructed the theoretical framework of influencing factors analysis of residents’ engagement pattern in governance of the SOCR,analyzed the survey data of the pilot sponge cities in the Yangtze River Delta by using the Multinomial Logistic Regression,and explored the significant influencing factors of residents’ engagement pattern in governance of the SOCR.This part of the study analyzes the influence mechanism of residents’ engagement pattern in governance from internal and external aspects,which enriches the application research of planning behavior theory,social practice theory,social capital theory and so on.(5)Dynamic simulation of residents’ engagement in the governance process of the SOCR.According to the idea of dynamic simulation of residents’ engagement in governance based on MABSD,firstly,the transition system of residents’ engagement pattern in governance based on the MAB was explored,and 17 transition paths between residents’ engagement pattern in governance of the SOCR were determined.Secondly,the discrete choice model was chosen to build the propensity measurement model of residents’ engagement pattern in governance,and the above survey data was used to build the seven types of residents’ engagement pattern in governance propensity model based on the SD.Then,the dynamic simulation platform of residents’ engagement in governance of the SOCR was designed by using the AnyLogic simulation software.The survey data was used to set the initial input variables of the model,the level of residents’ engagement in governance in this scenario was analyzed,and single factor,two factor and multi factor sensitivity analysis were conducted.Finally,combined with the results of sensitivity analysis,the paper put forward suggestions to improve the governance level of residents’ engagement in the SOCR.This part of research is helpful to reveal the evolution law of residents’ engagement in governance,promote the application of computational experimental technology in the field of residents’ engagement,and provide a direction for the improvement of residents’ engagement in governance of the SOCR.
