The establishment and implementation of the land supervision system is a major innovation in China’s administrative supervision system and land management system,and it is also an important measure to implement the most strict arable land protection system.Since the establishment of the land supervision system,the arable land protection supervision has been the primary responsibility,and a great deal of work has been done around the protection of arable land.The reduction of the amount of arable land has been effectively controlled in the country.However,the current arable land protection supervision mechanism has always focused on the supervision of arable land quantity protection,and the supervision of the arable land quality protection has basically been blank.In 2017,the central government explicitly proposed to protect arable land just as protecting pandas.The connotation of arable land protection was changed from the original quantity protection to the protection of quantity,quality and ecology.Changes in the connotation of arable land protection forced the land supervision agencies to carry out arable land protection supervision based on both quantity and quality.Based on both quantity and quality of arable land,this paper focuses on improving the effectiveness of land inspections and strengthening the protection of cultivated land resources.It analyzes the necessity and feasibility of carrying out the quantity and quality inspection of arable land protection,and builds a process and method for the supervision of cultivated land protection in the region.The empirical study in Yulin City,Guangxi Province,verified that the process and methods of regional arable land protection supervision were feasible,and further enriched the land supervision theory system.The principle conclusions are as follows:(1)Constructed the theoretical framework of arable land protection supervisionThis paper constructs the theoretical framework of the arable land protection supervision,including the target layer,the theoretical layer,and the practice layer,and proposes that the arable land protection supervision originated from the theory of administrative supervision,developed on the theory of land decentralization,detailed in land use control theory,and must rely on land evaluation and agricultural land productivity accounting theory.Based on the new changes in the connotation of arable land protection in the new era,through the implementation of arable land protection inspections of quantity and quality,the paper has fully used the advanced methods and concepts of arable land quality monitoring,arable land production capacity accounting,and comprehensive land remediation to continuously improve the comprehensiveness,advancement,and effectiveness of cultivated land inspectors,and eventually achieve the goal of restricting the expansion of local administrative power and ensuring the realization of the public interest in land resources,providing theoretical support for the implementation of farmland protection supervision,and having very positive practical significance for promoting land supervision practices.(2)Analyze the deficiency of current arable protection supervision mechanismThe land supervision system is caused by the increasingly tense situation in the protection of arable land,the intensification of land supervision participation in macro-control,the difference in interest in land use and management between the central and local governments,and the lack of effective monitoring of the local government by the central government.Since the establishment of the land inspection agency,it has been conducting supervision and inspection on arable land protection,land use,and land law enforcement.It has always regarded arable land protection as its core and primary responsibility.However,the existing arable land protection supervision mechanism has two problems:First,one-sided focus on the supervision and inspection of arable land quantity protection,ignoring the supervision and inspection of arable land quality protection;Second,one-sided focus on inspectors found case problems,ignoring the arable land protection in the inspection area comprehensive assessment of the situation.In addition,the land inspectorate lacks the theoretical support for arable land protection supervision,and there is room for improvement in the standardization,scientificization,and standardization of inspectors.Therefore,it is very necessary to build a set of regional and intensive arable land protection supervision processes and methods.(3)Established the process and methods for supervision of regional arable land protection based on quantity and qualityBased on the analysis of the problems existing in the cultivated land protection supervision,the process and methods of regional arable land protection supervision are defined,and an innovation system of regional arable land protection supervision mechanism is constructed.The contents include the arable land quantity protection supervision and evaluation,arable land quality protection supervision and evaluation,quantity and quality of comprehensive evaluation of cultivated land protection and differentiated response mechanism of land supervision.The process of arable land protection supervision is:To establish the principles and objectives for inspections>>Inspector of arable land quantity protection and supervision of arable land quality protection>>Evaluation of arable land quantity protection and evaluation of arable land quality protection>>Comprehensive evaluation of arable land protection with respect to quantity and quality>>Establish differences in land supervision response mechanism.The results of the evaluation of arable land quantity protection are five grades:excellent,good,medium,qualified,and unqualified.The results of the evaluation of arable land quality protection were four levels:0,reduced by I,reduced by Ⅱ,and reduced by Ⅲ.By comprehensively evaluating the results of arable land quantity protection evaluation and arable land quality protection evaluation,the comprehensive evaluation results of arable land protection with both quantity and quality are obtained.The evaluation results are divided into five levels:no alarm,first-level alarm,second-level alarm,third-level alarm,and fourth-level alarm.The no alarm shows that the protection of arable land in the region is effective,and the quantity has not been reduced and the quality has not dropped;among the fourth-level warnings,the higher alert level indicates that the situation of farmland protection in the region is more tense.According to the different alert levels in different regions,a differentiated response mechanism for land inspectors will be established.The comprehensive evaluation result of arable land protection is not alarmed,the second year is not to carry out inspections in this area,and it is recommended that the Ministry of Land and Resources award it.The comprehensive evaluation results of arable land protection are first-level warnings,second-level warnings,third-level warnings,and fourth-level warnings.They correspond to four levels of inspecting operations,different levels of inspecting,supervision contents,and inspection frequency are different.(4)Validation of the feasibility of regional arable land protection supervision in Yulin CityYulin City,Guangxi Zhuang Autonomous Region was selected as the research area and an empirical study of regional arable land protection supervision was conducted to verify that the process and methods of regional arable land protection supervision are feasible.The evaluation of the protection of the arable land quantity in each county(district,city)of Yulin City was evaluated.Luchuan County was good,Beiliu City,Fumian District and Xingye County were medium,Bobai County was qualified,and Rong County and Yuzhou District were unqualified.Evaluation of the quality protection of arable land in each county(district,city)of Yulin City was conducted.Fuming District and Yuzhou District were to reduce Grade Ⅱ.The quality of cultivated land in Beiliu City,Bobai County,Luchuan County,Rong County and Xingye County fell seriously to reduce the level III.Comprehensive evaluation of arable land quantity protection and evaluation results of arable land quality protection in all counties of Yulin City resulted in a comprehensive assessment of the quantity and quality of arable land protection in each county(district,city)of Yulin City:Fumian District is a second-level warning.Beiliu County,Luchuan County,and Xingye County are three-level warnings,Bobai County,Rong County,and Yuzhou District are four-level warnings.
