Assessment reform,which guarantees the development of students' core competencies and which concerns much of the national talent development strategy,is an indispensable component of the national new curriculum reform.The present study focuses on the construction of a new assessment system of academic achievement of English language for primary school students based on the quality-oriented education,reforming the present tests-oriented educational assessment concept so as to assist them to become competent English language users and meanwhile to develop their core competencies in an all-round way.Firstly,the study researches the current status and the existing problems of the national students' academic achievement.Secondly,the study adopts the National Curriculum Standards-based authentic assessment as its assessment design and methods through literature review and practical assessment practice home and abroad.Thirdly,starting from September 2012,the study conducted a practice research to implement the new assessment and to test its validity in "W School",the subject school in X city.A series of assessment tasks and activities,assessment tools and rubrics have been introduced,used and developed.Finally,the study held a questionnaire survey and interview for the investigation of the response and comments from teachers,students and their parents to the assessment.Suggestions upon the implementation of the assessment have been made at the end of the dissertation.The study consists of three main parts,in the first part,based on the current status and problems in the assessment of the national English academic achievement of students in primary school,the study puts forward the research questions,determines the research objectives,contents,ideas and technical route for the research.The current assessment practice,which adopts testing replacing assessment,is definitely out of date.It does not conform to the national assessment requirements,but is against the laws of English language instruction and can hardly assess students' academic achievement in an all-round way.Therefore,the study claims to design and develop an assessment project with new and advanced theory,workable and effective in practice based on the study of related assessment literature.And through the implementation of the project,the study aims to test its effect,to perfect the project so as to promote the assessment in a scientific and orderly way.In the second part,based on the literature review and assessment practice study,the study raises the hypothesis that applying the authentic assessment based on the national curriculum standards can promote the formation and development of students'English competences in primary school.Based on the theory on authentic assessment aboard,the study designs and develops the assessment project based on the national curriculum standards and develops the related assessment rubrics and tools for primary school English skills.The study believes that the implementation of the project can completely change the malpractice in the traditional assessment and bring positive influence upon the students' English competences.The third part designs and develops the assessment design and methodology,its implementation,results testing and the adequacy study.The study develops "the authentic assessment project for students' English academic achievement in W school"based on the national curriculum standards for English,the present English instruction and learning practice and the literature review,and carries out the implementation practice.In the course of implementation and study,the study develops a set of rubrics and assessment tools for listening,speaking,reading and writing for authentic assessment.It encourages the assessment involvement of students,teachers and parents for a multiple dimension assessment.The testing results of the school indicates that,1.The English level of the grade 3 students in W school reaches the level 2 of the national curriculum standards which is designed for the grade 6 students and in certain aspects they outperform the requirements by the state.2.It is feasible to offer English course for grade one students and they do well with proper instruction and assessment.3.With its variety of assessment,the authentic assessment effectively reflects the students' development,arouses their interest in English and is generally welcomed by teachers,students and parents.4.The re-enhancement of teacher training in different stages of the assessment can lead to better understanding of the design and methods for more efficient work with reduced workload.
