After the Nationalist Government of Nanjing unified the country,it was faced with the problem of managing ethnic minorities just as the Beijing government was established.Therefore,the Mongolian-Tibetan Commission was established and a series of measures were adopted in the Mongolian region,mainly embodying the establishment of the county as a province and the opening of the Mongolian land.Changing the province to establish a county threatens the status of the flag,and Mongolia has emerged a dual-track political system.In response to this,various Mongolian classes have launched a series of petitions and rally activities and demanded the protection of the flag's rights and interests.Faced with the opposition of Mongolian classes,the Nanjing National Government began to pay attention to Mongolia.From May 21 st to June 12 th,1930,the Nationalist Government held a Mongolian meeting in Nanjing to discuss the proposals submitted by all parties and requested to protect the rights of the Mongolian flag.The meeting was highly valued by the Nationalist Government and a total of 127 proposals were received from representatives of the parties.After the discussion in the conference and the review meeting,some proposals with the same content were merged,and some proposals that were not suitable for Mongolian or Tibetan facts or were difficult to carry out were rejected.There were 60 final resolutions of the Mongolian Conference.However,judging from the content of the proposal,the topics are mainly concentrated on the administrative system of Mongolia.This article consists of three parts: the preface,the text,and the conclusion.The content of the preface includes the significance of the topic,the current status of relevant research,the main historical materials used in this paper,research methods,and innovations.There are three chapters in the main body.The content of the first chapter starts from the background of the times and outlines the historical background of the Mongolian conference.The second chapter is about the preparations for the Mongolian conference,the case submitted by the parties,and the discussion process of the main proposals.The third chapter is the resolution of the Nanjing Mongolian Conference of 1930,the unapproved proposal and the influence of the Mongolian conference.The conclusion section gives a general overview of the entire paper.
