Review Of The First National Production Conference In Anti-Japanese War Period

After the outbreak of the Anti-Japanese War, the national government, represented by Chiang Kai-shek, rose up against Japanese. Facing the two important task of Anti-Japanese War and founding state, the national government introduced a series of measures aimed at strengthening the economic construction. The First National Production Conference held in1939was one of the economic measures. It stressed rewarding production, exploring resources, continuingly providing financial and material supply for front-line. First National Production Conference was an important element in the tide of national resistance salvation and construction of rear area. Moreover, it contributed to the defense economy indirectly, and accelerated the pace of economic development of the rear area of the Anti-Japanese War.This dissertation includes introduction, body and conclusion.Introduction explains choosing reason of the topic, the research situation, the definition of related concepts and research theory and methods.The body contains four parts:Part I:Commentary on the background of the First National Production Conference. From three angles—"the development trend of the Sino-Japanese War","serious wartime economic situation","adjustment of wartime policy made by national government", this part illustrates the environment of the First National Production Conference. Facing the worsening situation and severe economy, national government adjusts the wartime policy. The holding of the First National Production Conference is specific performance of the economic adjustment. Part II:Introducing the preparation and organization of the First National Production Conference. Firstly, from the four angles—orders, attending objects, procedure and funding, this part reviews the preparation works. Secondly, analyzing the delay reasons and highlighting the wartime feature. Thirdly, this part broadly outlines the meeting situation and highlights the meeting’s social repercussions.Partlll:Discussion of the proposals and resolutions made by the First National Production Conference. From five aspects—agriculture, industry, mining, transportation and economy, this part analyzes the specific content and sums up the meeting’s central idea.Part Ⅳ:Evaluation of the First National Production Conference. This part elaborates meeting’s characteristics, limitations and influence. Through the analysis of the features, this part tries to evaluate and resolve the shortcomings and merits.Conclusion part is a brief summary of the dissertation and sublimation.
