As a new industry that conforms to the trend of industrial development in the post-industrial era,under the continuous polices stimulus and transformation of industry,the culture industry has experienced an unexpected rapid improving process in the past decade,especially since the 16 th National Party Congress in China.On the other side of the street,China economy entered the New Normal model,the culture industry achieved contrarian growth despite the overall poor performance of the national economy,but in the meanwhile,there was a slowdown at this stage.The reason is that the culture industry has become more demanding for knowledge,wisdom,technology and creativity after entering the new stage of development from the traditional extensive growth stage.New and higher requirements have also been put forward for the cultural and creative attributes of culture industry.At present,China's culture industry is still driven by traditional factors,while the role of knowledge,creativity and other elements has not been well played in the culture industry.Furthermore,as a carrier of the knowledge and creativity output,the status of the human capital is neglected in the development,which is quite different from the economic and cultural attributes that the culture industry should have.So the ability and stamina of culture industry development in the new period is insufficient,which is due to the insufficiency in creativity,and the fundamental reason for lack of creativity lies in the lack of human capital stock.Therefore,it is necessary to focus on the human capital in the culture industry to solve the dilemmas and problems in the development of China's culture industry.According to the research background,on the basis of sorting out the relevant literature about culture industry and human capital,using the methods of the combination of theoretical derivation and inductive analysis,the combination of mathematical derivation and empirical analysis,and the combination of historical trend and simulation analysis,this dissertation makes a theoretical study on the connotation(structure,nature),general formation mechanism of human capital,human capital formation mechanism in culture industry,and the mechanism of human capital influencing the development of culture industry.Under the above theoretical system,from the perspective of mathematical model construction and empirical research,this dissertation discusses the impact on the output of culture industry from the stock and structure of human capital,the efficiency of human capital investment in culture industry,and human capital.Then,based on relevant theoretical and empirical research results,we put forward policy recommendations for the development of human capital in culture industry.The main innovations of this dissertation are as follows: First,innovation in research perspective.Combining the theory of human capital with culture industry,we ascend the research on the input factors of talent,intelligence and knowledge in culture industry to the height of human capital,realizing the transformation and innovation of research perspective.Second,innovation in the establishment of human capital boundary.As for the division of human capital structure,especially when it is based on the quality and ability of human capital,the educational stock method is basically adoptedusing the structure of educational level.We establish the dynamic change characteristics of human capital boundary,and innovatively put forward that the dynamic average length of education should be taken as a specific measurement index to determine the level of human capital.Third,the innovation of human capital investment efficiency accounting.We regard human capital as output product to measure its investment efficiency,that is,using survival and health care,education and on-the-job training as input indicators,using the direct benefits and indirect social benefits that human capital can obtain in the production of cultural products and services as output indicators,to study the input-output efficiency of human capital in culture industry.Fourth,the innovation of data processing methods.As the culture industry has changed its statistical index system several times,the statistical caliber of time series data has changed a lot.Therefore,it is necessary to divide the relevant indicators by a unified standard.In data processing,this dissertation makes some innovations in the statistics of culture industry GDP by using the method of historical trend backward inference.According to the theoretical and empirical research results of human capital in culture industry,it is concluded that:(1)While the quantity and quality of employees in culture industry are improved,the quality of human capital of employees in culture industry is improved faster.Furthermore,with the expansion of the scale of output value of culture industry,the contribution of employees in culture industry to output is more due to the improvement of the quality of human capital.(2)From the perspective of the types of human capital investment,education and survival and health care account for the largest proportion of all types,and the growth rate of human capital investment in education is relatively fast,followed by training and survival and health care investment,which shows the importance of education-type human capital investment of all types.In addition,the mode of human capital investment in China's culture industry is shown to gradually shift from basic investment to developmental investment.(3)The division of human capital structure is based on its quality and ability,and the most important factor affecting the quality and ability of human capital lies in the educational investment of human capital.(4)With the increase of the quantity of culture industry practitioners and length of average years of education,the stock of general,skilled and intelligent human capital in culture industry and its sub-sectors is also increasing,and the increase of general human capital stock and the accumulation of intelligent human capital stock are continuously reducing the proportion of skilled human capital stock.(5)Human capital can also be treated as an output product,that is,regarding the various types of human capital investment of culture industry practitioners as input elements,human capital as output products of which value measured by currency.In this way,human capital investment efficiency can be evaluated as real industry.Also,in the evaluation of the input-output efficiency of human capital in culture industry,there are only three efficient decision-making units.The technological efficiency of human capital investment is low,and the trend of scale efficiency is basically consistent with that of technological efficiency which shows a decreasing trend.The input-output of human capital in China's culture industry is at the stage of diminishing returns to scale for most of the time.(6)The average contribution rate of human capital to the output of culture industry is higher than that of material capital and total factor productivity.The stock effect of human capital in culture industry is quite significant.(7)From the point of view of structural effect,the relationship between general human capital stock and culture industry output is positive,while the relationship between advanced human capital stock and culture industry output is negative.The main reason for this situation is that the proportion of the general human capital stock is gradually expanding while it is increasing,so that the stock of skilled human capital is included.As a result,the proportion of skilled human capital stock is reduced,which further leads to the insignificance of advanced human capital stock consisting of skilled and intelligent human capital.(8)From the perspective of the inductive effect of human capital in culture industry,the positive total factor productivity shows that the technological progress of culture industry in China has promoted the growth of industrial output,but the Inductive effect is weaker than the stock effect.Several suggestions for the development of culture industry and its human capital are as follows:(1)As for different cost-bearers,the amount of various types of human capital investment should be constantly expanded so as to make the cake of human capital bigger in absolute quantity.(2)The investment structure of human capital should be continuously optimized from the aspects o f education investment,discipline expenditure,enterprise training expenditure,price level,medical system reform and the combination of production,education and research.(3)From the view of impact of cultural consumption level on the development of culture industry,suggestions are put forward that the cultural consumption needs of residents should be constantly stimulated to form human capital in culture industry.(4)Suggestions on deepening the reform of culture industry and promoting the formation o f human capital in culture industry are put forward from three aspects: the reform of the system and mechanism of culture industry,the structural reform of the supply side of culture industry,and the cultivation of a tolerant and innovative environment for the development of culture industry.
