Research On The Framework Of Government Intelligence Governance And Economical Efficiency Measurement Based On Big Data

and governance capacity modernization ",big data as a new thing,it is the reform facing the new social background,will strongly promote the comprehensive reform,especially the transformation of the pattern of government.The big data because of its technical characteristics fundamentally change the way of information processing,play a direct role is to stimulate the management of change,resulting in service model innovation.It can be said that this is in the context of government governance innovation 2.The era of big data has had a huge impact on the government governance system,concept,function,mode and technology,also put forward the corresponding reform requirements,in order to realize the effective governance,the government must make appropriate countermeasures to these shocks and changes in demand.In this paper we defines the main concepts and the scope of the study,by defining the relevant concepts of big data,government governance and wisdom governance.And based on the theory of governance,synergetics theory,Pareto optimality theory and ecosystem theory,this paper lays a theoretical foundation for the study.We have carried on the thorough analysis to the theme of the wisdom governance,from the four aspects of the essence,the characteristic,the performance and the tool of the wisdom management,has analyzed the connotation of the wisdom governance.The essence of the wisdom of governance in order to achieve the optimization of collaborative governance,characteristics of the wisdom of governance for the scientific prospective governance object integrity,governance,governance output personalized thinking and decision-making,the wisdom of governance performance for wisdom,collaboration,sharing and real-time,the wisdom of governance tool for modern information technology with a large data processing platform.In the course of the analysis,we mainly compare the practice path choice of wisdom management in Singapore and Hangzhou.Through the city of Hangzhou,Singapore and the wisdom of governance case we find that their common practice is in the path of government led and market under the guidance of the public demand for the center,big data technology and information industry through integration with the wisdom of governance object through the expansion of big data,so as to realize the wisdom of multiple subjects involved in social governance model.Based on the analysis and comparison of the above content,we construct the framework of this paper.Specifically,we construct the framework of government intelligence governance from four aspects:the main body of the wisdom of governance,governance goals,governance objectives,platform support.This paper analyzes the practical applicability of the framework of intelligent governance and deduces the superiority of that by using ecosystem theory and Pareto optimality theory,which provides rational evidences of the framework.Applicability analysis shows that the framework is able to adapt to the development of practice,and can provide policy guidance for the government to achieve wisdom management.This paper measures the economic efficiency of government's wisdom governance,so as to provide data support for the effectiveness of governance.The specific approach is the wisdom of the city pilot policy quasi natural experiment based on the double difference method to empirically test the impact of the wisdom of governance on the performance of economic growth,respectively,from the economic growth scale,economic growth and economic growth efficiency three aspects,and the government behavior was verified based on the wisdom of governance mechanism of economic performance,draws the following conclusion one is to promote economic performance to enhance the wisdom of governance,the short term "sacrifice" the speed of economic growth,increase the scale of economic growth,improve the efficiency of economic growth.Two,the wisdom of governance through the transformation of government management,change the government behavior affecting economic performance.Three,due to the differences in the level of regional economic development and the efficiency of public management,resulting in the central region of the wisdom of governance economic performance there is a marginal increase,its economic performance is higher than the eastern region.Robustness tests show that the above conclusions are robust.Study on industrial growth,respectively,from the three aspects of the first and the second industry and the third industry,and government behavior are verified based on the wisdom of governance mechanism of the effect of industrial growth,draws the following conclusion:first,the wisdom of governance to promote industrial growth,and the growth of the third industry the largest effect.Two,the wisdom of governance through the transformation of government management,changes in government behavior affect the growth of the industry.Three,sub regional and industrial research shows that the wisdom of governance in the eastern region to promote the greatest effect of industry.Robustness tests show that the above conclusions are robust.Therefore,based on the above analysis,we believe that through the wisdom of governance mode of government management,can effectively promote the growth of different industries,at the same time,the third industry growth effect,this conclusion for the transformation of economic development,provide direct evidence for promoting the upgrading of the industrial structure.This paper makes an in-depth analysis of the governance model from the perspective of theoretical analysis,framework construction,practical verification and empirical research,so as to provide a useful reference for the reform of government governance model.It can be said that the wisdom of governance model and the current social environment with a high degree of coordination,is to adapt to the era of intelligent governance model of the new governance paradigm.
