Research On The Achieving Methods Of Intelligent Social Governance In Age Of Big Data

The 19 th national congress of the communist party of China comes up with that we are constructing a ‘Co-building,Co-governing and Co-sharing' social governing landscape,strengthening the social governing system,and completing the social governing policy concerning the party committee leadership,government responsibility,society coordination,public participation and law insurance.Social governance is the core issue of national governance,the modernization of social governance is an important fact of modernization of national governing system and abilities.The 19 th national congress of the communist party of China also emphasize that Big Data is the important engine to propel the modernization of social governance,improve the intelligentialize of social governance.In recent years,the intelligential technologies such as Big Data,The Internet of Things are propelling the social progress,strengthening the national competitive advantage and becoming the strategic resources of leading the era development.The fast evolvement of intelligential technologies has brought revolution and innovation to social governance.The intelligentialize of social governance is changing into a new power of modernization of national governance.‘In the Big Data era,all the social connections are seen as data,people are the sum of all the related data.' Currently using the Internet and Big Data can improve social governing ability,many places are seen the innovation of social governing strategies,lots of industries such as targeted poverty reduction,administration management,smart party building,medical,education and transportation are stepping into a new era of intelligential management.The DM of social governance now can forecast disaster,reduce disease,ease traffic pressure and improve medical and education conditions.As a result,the information technologies have important influence on production and life,and they are gradually changing the economic and social development and the social governing strategies.The intelligentialize are improving the governing abilities.This article is based on papers relating to social governance.First,It introduces study background and significance,combs the related papers,and uses Public governance theories,analyzes the goals and conditions to achieve the intelligentialize of social governance;Second,this article provides cases study of the intelligentialize ofsocial governance in different places.Now many places are practicing the intelligentialize of social governance,and it solves problems efficiently.But some problems should be seen,like the low awareness toward Big Data,lack of talent,imperfect system,immature information security etc.They are restricting the intelligentialize of social governance.So it is important to strengthen the Big Data awareness,the talent cultivation,the intelligentialize of social governance system completing,the intelligential community construction and multi-agent collaborative governance,to provide theoretical support and practical reference for the implementation path toward the intelligentialize of social governance.
