A Study On The Construction Of Refined Social Governance In China's Southwest Border Areas

In view of the rapid and complex social changes in China,the Fifth Plenary Session of the Eighteenth Central Committee of CPC suggested strengthening and refining our social governance to build a social governance structure shared by all people.In Yunnan,Guanxi and Xizang,the three frontier provinces,there have appeared many problems owing to the influence of nature,geography,religion,culture,history,policies and some other factors.The economy there is lagging behind;people in many areas of these three provinces are in extreme poverty and are lack of necessary education.Meanwhile,the religious problems there are very complicated.With the further implementing of the reform and opening up policy,the gap between the rich and the poor is becoming larger and larger in Southwest.To some extent,people's sense of equality and justice is fading away.Many psychological problems have arisen,which correspondingly bring about many social problems,e.g.drug use,spread of AIDS,problems in mixed marriage,gambling across nations and the increase of mass disturbances.All of these bring great threat to the harmony and peace of the southwest frontier,seriously restricting the sustainable economy development and making side influences on the national unity,the harmony of religion,the social stability and the consolidation of the frontier.Consequently,these will produce big challenges to the modernization of China's economy and society.The national security and the constructing of the harmonious socialist society will be affected.With the accelerating of the social structure differentiation,the interests demand of the southwest border is more diverse.The social management pattern of vulgar,empirical formula could be hardly adjusted to the new situation and the new requirements.It's significant to make thorough analysis on the challenges that we are facing when refining our social governance and to put forward detailed measures.Basing on on-the-spot investigation,the author collected a wide range of related materials,sorting them out and making detailed analysis in this study.The method of normative analysis is applied.By asking "why?And How?",the author presents the research topic "the refined construction of the social governance in China's Southwest".The paper is divided into five chapters.The first three chapters state the basic theory,and analyze the geography,history,culture,economy and nationalities in the Southwest.The challenge that we face when refining the social management is also argued.By analyzing them,the author tells "why do we want to promote?" The fourth and fifth chapters analyze the concrete measures to promote the refined construction of social governance,therefore,when the question of "how to promote?"is answered,a complete research is presented.Only when we make our study in the special ecological environment in southwest frontier and deeply learn the challenges in the construction of fine social governance,can we put forward feasible measures,can the social governance structure shared by all the people be built.Therefore,the harmonious and peaceful life can be achieved in the southwest frontier,and our country can go in long period of stability.
