Study on Marx's responsible government is completely new and urgent necessary.Deeply research in ths field has extremely important theoretical significance and practical value on its' real self-presentation,self-development and its' sinicization process.There might be thought there is no responsible government in Marx from linear thinking for the fact that Marx lacked of formal text.But it cannot be concluded from Marx's philosophy and two interpretations(Text and context method)of the history of thought.There might be thought there is no responsible government in Marx for the confusion of ideal goal and real life pursuit,and binary rebellion based on Marx's thought of sublation government and responsible government.But there is no logical inversion,because the assertion of sublation government is ideal goal in the height of the historical development of human society and the thought of responsible government is process requirement on the point of construction of proletarian state government There might be thought that it's current need to study Marx's responsible government to golden Marx.But we could be relieved of the accusation of "research for research" after Civil War in French.Marx's responsible government has its historical reference of the traditional responsible government,which emerged with the mode of production of commodity economy.The practice can be traced back to Britain in the first half of the 18th Century--marked by the resignation of prime minister Wall Pohl.For this tradition responsible government,we couldn't deny its historical significant that it established new era of goverment's responsible and advance the process of human political civilization.We couldn't deny the theoretical contribution from the concept of foundation of its value.However,we could find that the traditional responsible government has the fakeness,for its democratic theory as the foundation,system of power separation as the systematic design,essence of profit driven capital logic and maintenance of property interests as the government practice.All these reasons is why Marx disliked the traditional one and rebuild the new one.Marx has world outlook and methodology based on practical materialism.First,Starting from the relational thinking of practical philosophy,on the one hand,based on world for me,the leading responsibility has the internal mechanism of original responsibility as interests relation(common interest and interest contradiction).On the other hand,based on I for world,this paper reveals the progressive trend of the norms of human social responsibility from the reflective thinking of practice.Second,after subverting the historical concept that the nation decides the society,made by Hagel,Marx based on that the society decides nation.Marx invested the origin and the responsibility of government in the interests relations,recovered the government binary responsibility structure(class and social responsibilities),and concluded the people-oriented responsibility of govemment.Third,based on the objective law of human history,Marx started from five historical patterns of human social evolution,revealed the history of the alienation and reversion of government responsibility,and marked proper historical coordinate truly of responsible government.Due to the class nature of the government,the class analysis method is a consistent methodology of Marx's responsible government.Based on the great practice of Paris commune,Marx condensed the essential characteristics of the responsible government from the empirical dimension:the popularity of the responsible government,the cheapness of the responsible government,and the regulation of the government accountability.Of course,Marx revealed the essence of proletariat responsible government,but also provided reference of value for us to judge the generation of responsible government today:premise criterion--popularity governance;the transcendence of governmental way--the social autonomy instead of bureaucracy;the transcendence of responsible way--"transparent government"instead of "mysterious government".Marx's pathological anatomy and profound criticism of the traditional responsible government,as well as the enthusiastic praise and praise of the Paris commune,are closely related to his ethical feelings.Marx focused on the accountable object of the government,namely "ethical purpose for whom",based on the government of "human made" and "human nature" interface,from "who is human","what is human nature" to "how is human nature",revealed the government's accountability feeling,duty and realistic path to establish accountability of govemment.Because Marx had its' ethical bottom line abiding by the principle;(2)the liberation and development of productive forces,as much as possible to increase the sum of social productivity--this is a duty and key responsibility of government construction in China;(3)the construction of responsible government is always "on the road"--this is an issue of law,pointing out the long-term and the difficulty of contemporary construction of accountable govemment;(4)the reform and perfection of government accountability system,criticizing and absorbing beneficial experience from western construction of responsible government--this is an issue of attitude,implicating open attitude and spirit of innovation in the process of responsible government construction.Under the guidance of Marx's responsible government,based on the reality of China's social transformation,scholars should study the theme and the task of responsible government--constructing pragmatic goal on the bottom line,and creating multiple equal model.
