Performance Of Local Government's National Fitness Public Service:Evaluation Model Construction,Empirical Study And Promoting Path

"Being Healthy"is the most authentic,mainstream and unsophisticated value trend in our society.To build a perfect national fitness public service system is an important part of building"healthy China",which is an important part of building a well-off society.With setting up the goal of building"service-oriented"government,strengthening performance evaluation has become the mainstream idea of the supply-side structural reform of the local government's perfect national fitness public service.Public service performance evaluation as the tool of transformation of government function,strengthening the government legitimacy,ensuring the people's sports rights and promoting social equity and justice,has become one of the most popular topic during the 13^th five year plan period and the research topic for deepening the revolution of local government in China.Until now,academic circles about the national fitness public service performance evaluation of local government have a lot of exploration and research.But we found that,for the performance evaluation of local governments to the national fitness public service research also lacks of uniform applicable evaluation model,theoretical achievements of performance evaluation has low identification among different scholars.Thus,under the guidance of New Public Service theory,State Governance theory and Government Performance Evaluation theory,this study takes establishing the fitness public service performance evaluation model of local government as its main topic,using the structural equation model method to analyze the current situation and problems of the fitness public service performance evaluation of local government under the background of building“healthy China”,in order to give the suggestion to improve performance of the fitness public service.Based on the analysis of domestic and international studies on public service performance evaluation,combining with China's national fitness public service performance evaluation of local government's actual situation,this paper put forward the hypothesis of the structure model and relationship model of the influencing factors of the fitness public service performance evaluaiton.According to the hypotheses,questionnaire was finally designed and its reliability and validate analysis were comp leted.After that,we selected 12 provinces,autonomous regions and municipalities directly under the central government in China to conduct questionnaires and 2130valid questionnaires were collected.This study proved that local government national fitness public service structural performance consists of four dimensions:service efficiency,service quality,service democracy and service responseby using factor analysis and the key factors affecting the local government national fitness public service structural performance include five aspects:organizational coordination,financial expenditure,facilities configuration,policy implementation and capacity of information technology by using factor analysis.The empirical results showed that:?1?17 of the 20 hypotheses proposed in this study have been empirically tested,3 hypotheses were impossible.These 3 assumptions are that"information technology capacity"does not have a direct positive impact on"quality of service","facilities configuration"does not have a direct positive impact on"service response"and"financial expenditure"does not have a direct positive impact on"service democracy";?2?the five influencing factors such as organizational coordination,financial expenditure,facilities configuration,policy implementation and information technology capacity have positive impacts on the local government national fitness public service performance in terms of"service efficiency";?3?to the"service quality",only the factor“the capacity of information technology”performance of public services of local government national fitness to remove factors does not directly produce positive effect on it,but the rest of the other four factors do;?4?to the"service responsiveness",only the factor“facilities configuration”does not directly produce positive effect on it;?5?to the"service democracy",only the factor“financial expenditure”does not directly produce positive effect on it;?6?in all the four dimensions of national fitness public service structure performance,"service democracy"and"service quality"are mostly influenced by the factor"organizational coordination";policy implementation largely affects the"service response";“facilities configuration”has the biggest influence on"service efficiency".Finally,focusing on the five key factors of national fitness public service performance,respectively from the objectives of broadening the channel of democracy,reaching the fairness and justice,responsing to public concerns and improving administrative efficiency,the auther put forward some policy suggestions to promote the performance of local government national fitness public service:?1?constructing organizational coordination mechanisms of local government national fitness the public service;?2?promoting the balanced allocation of resources local government national fitness public service;?3?strengthening the policy implementation of local government national fitness public service;?4?developing information technology ability of the local government national fitness public service.
