After years of development, developed countries have established a comprehensive public service system. Pudong can draw on the advanced experience and practice of developed countries for improving its own public service system. In the recommendations of the Twelfth Five-Year Plan for national economic and social development, the CPC central committee has identified the improvement of people's livelihood as its top priority over the "Twelfth Five-Year" period. To do so, it must strengthen the government's ability to provide nationally-shaped, comprehensive, sustainable and equal basic public services that covers both rural and urban areas. It is a systematic project to establish a comprehensive public service system.
