In the past four decades,with the reform and opening up,the rural areas of China have achieved development rapidly.Not only their income levels,living conditions,sense of equality and independence,but also the living and development environment have all gained unprecedented strength compared with those in the past.But still there is a large gap between the farmer group and the other groups on the aspects of income levels,educational opportunities and social security,etc.Since the development space is severely limited,the maintenance of basic rights and interests remains difficult.These objective existences show that the overall living conditions of China's farmer group is still in the trending of weakening compared with other groups,which leads the serious imbalance among various social class.The farmer group is an important force in the socialist modernization drive and a firm cornerstone of all-round social development.The cornerstone of social stability and the trend of weakening farmer groups involve a large population and a wide range of influence.Failure to obtain reasonable solutions and controls will inevitably arouse serious social conflicts and thus affect the realization of a well-off society in China.Therefore,it is a major problem that urgently needs to be solved in China's current social reforms,that is to scientifically govern the trend of weakening farmer groups and ensure that farmer groups can enjoy the same rights,interests and access to the same development opportunities as other social groups do.The new era of socialism requires the country Jinping.In this inevitable route,it is not only the strong appeal of the people,but also the inevitable requirement of the country's sustained and healthy development,what's more,it's the realization of the broad masses of the people by tackling the trend of weakening farmer groups,solving the problem of unbalanced development among social groups,and improving national welfare so that to share the fruits of reform and development.The report of the 19 th CPC National Congress established the main social contradiction in our country as the conflict between the people's growing better living needs and unbalanced,inadequate development.It raised the problem of governance of the weakening group of farmers to the height of the country's overall development strategy.It shows that resolving the
