Research On The Participation Of Group Organizations In Social Governance

The comprehensively deepening reform is the focus of the current government,s work.and one of its general goals is "to perfect and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance ability." The understanding of social governance of the 19th National Congress of the Communist Party of China(CPC)reached a new level.The report of the 19th CPC National Congress pointed out that "we will persist in deepening reform in an all-round way." We must adhere to and improve the socialist system with Chinese characteristics and constantly promote the modernization of the national governance system and governance ability.This reflects that under the background of the comprehensively deepening reform,group organizations,as an indispensable force in China socialist modernization drive,will play a more and more important role in social governance.In order to achieve this goal,it is an important way to promote and encourage all kinds of social organizations,including group organizations,to participate in social governance,and it is also an inevitable choice to further improve and perfect the national governance system and enhance the governance ability.At present,the comprehensively deepening reform has entered the offensive period and the deep water area.With the deepening of the reform of the group organizations,we will promote the reform and innovation of trade unions,the Communist Youth League,the Women Federation,the Disabled Persons' Federation,and other mass organizations,enhance the political,advanced,mass nature of the group organizations,and then unite their hearts,give full play to the strength of the group organizations,and promote the modernization of the slate governance of the group organizations.Realizing the participation of group organizations in social governance is the realistic requirement to realize the modernization of national governance system and governance ability,and it is also the historical mission entrusted by the party and the state to the group organizations in the new era.To promote the innovation of group organization and actively participate in social governance,we must clarify three logic:first,the development logic of group organization itself;second,the logic of socialist development with Chinese characteristics;and third,the development logic of modernization of social governance system and governance ability.In view of this,this paper attempts to investigate the present situation,existing problems and countermeasures of the participation of group organizations in social governance from the micro point of view and the macro point of view.At the macro level,we should pay attention to the macro narrative background of socialism with Chinese characteristics entering the new era,sort out the concept and theoretical base of the participation of group organizations in social governance in our country,so as to observe the current situation of group organizations participating in social governance.At the micro level,taking Fujian Disabled Persons' Federation as an example.Through the perspective of the participation of group organizations in social governance,through a small part to see the whole,to explore the group organizations to improve their ability to participate in social governance,the level of methods and paths,summarized into four aspects.They are as follows:first,renew the thinking of governance,promote the organization of groups and social integration;second,change the work style and strengthen the main line of mass work service;third,clarify the functional orientation and improve the level of social governance service;fourth,enrich the working methods and innovate and explore the social governance model.
