The Study Of The History And Present Situation Of Sino-japan Folk Diplomacy

After the defeat of Japan in the Second World War,Sino-Japanese relations were in an abnormal state influenced by the cold war and the government of the Taiwan.In this regard,Premier Zhou Enlai put forward the diplomatic thought of "the civil first,the people promoting officials",and through the direct exchanges and contacts between the two peoples of China and Japan,so that the relations between the two governments of China and Japan were changed.Such diplomatic thoughts and diplomatic practices play an important role in promoting normalization of diplomatic relations between China and Japan.After the establishment of diplomatic relations between China and Japan,the diplomacy of China and Japan showed the phenomenon of both the official and the non-governmental.As a supplement to the official diplomacy,the folk diplomacy was constantly changing and developing with the change of the times and the world pattern.The academic circles have different understanding and emphasis on folk diplomacy.This article defines folk diplomacy as a "non-governmental organization,group or individual without official formal diplomatic qualification,and foreign contacts for other countries to achieve certain specific purposes in a certain field based on their own national interests and the maintenance of world peace and development.",and it also distinguishes between public diplomacy and cultural diplomacy.By reviewing the formation and development process of Premier Zhou Enlai's thought of people-to-people diplomacy,it stressed the efforts made for the normalization of diplomatic relations between China and Japan.After the establishment of diplomatic relations between China and Japan,according to the changes in the different periods of Sino-Japanese relations,this paper divides the development of Chinese and Japanese folk diplomacy into three periods that are the Chinese and Japanese folk diplomacy of the "honeymoon period"(1978-1989),the Chinese and Japanese folk diplomacy of "conflict and friction period"(1990~2000)and the folk diplomacy of China and Japan since twenty-first Century.Through its development and relevant diplomatic practice,the Chinese and Japanese folk diplomacy of the period of China and Japan have summed up the corresponding characteristics.From this,we can find that with the development of the times,the main body of the Chinese and Japanese folk diplomacy is increasingly diversified,the scale of development and the areas involved are expanding,but it can not be achieved in the diplomatic practice.At the same time,it will be influenced by the Sino-Japanese relations and the two governments at that time in different stages of development,.The folk diplomacy is the product of the Chinese characteristic diplomatic theory and practice innovation.The Chinese and Japanese folk diplomacy has strengthened the mutual relations and cooperation between China and Japan in the economic and cultural fields,and has eased the political tension to a certain extent,and has a positive meaning to promote the development of Sino-Japanese friendly relations.However,as the folk diplomacy is only the supplement of official diplomacy,it can not replace the dominant position of official diplomacy,especially in recent years,the folk diplomacy of China and Japan have some limitations in the process of promoting the friendship between them.Through the analysis of relevant data,the people of China and Japan have a high degree of repugnance to each other,and there are various reasons such as territorial disputes,historical cognition,public opinion and so on,which reflect the existing problems of the Chinese and Japanese folk diplomacy.In view of the problems existing in the development of the status quo,Chinese and Japanese folk diplomacy should not only solve these problems,but also think about how to play their greatest roles and functions in the limited scope,become a powerful supplement to official diplomacy and promote the development of Sino-Japanese friendly relations,which also guarantees the good development and correct direction of the Chinese and Japanese folk diplomacy in the future.
