Research On The Changes In The Party Leadership System Of Chinese State-owned Enterprises

Either in the early modern countries or in the late modern countries,the state-owned enterprise is a common economic organization.A state-owned enterprise is state-owned,which is a modern combined comprehensive economic organization of public ownership and corporation system.Both in eastern and western societies,the state-owned enterprise has some kind of political function because of its public ownership property.So it can't be a pure economic organization beyond the political system.The state-owned enterprise plays an extensive role in consolidating state power,improving state and social relations,and achieving national governance intention.On the development of a socialist country with Chinese characteristic,the state-owned enterprise on the one hand provides a solid material foundation for the leadership and governance of the Party,becoming “the eldest son of the Republic”,on the other hand since its emergence,it has been closely associated with the construction of modern countries.There is a close relationship between stateowned enterprises and modern state construction and institutional growth.This has influenced the formation and institutional change of contemporary Chinese politics.Even now the Party organization of state-owned enterprises is still an organic part of the political system.State-owned enterprises remain a key force for the ruling party to conduct national governance and lead party political development.Two parts make the foundation of contemporary Chinese state-owned enterprises.One is the transformation of bureaucratic capital,the other is public enterprises lead by the communist party of China,which were born in the revolutionary bases of new democratic revolution period.As the primitive form of the modern state enterprises in the bases,public enterprises have been closely linked with the Chinese communist party once born.Holding the leadership of public enterprise,the Party laid a material foundation for seizing power and striving for the revolution,at the same time it provides experience basement for the Party leadership of economic development,social management and governance.In the leadership of public enterprises,the Party built a series of embedded processing modes to deal with party-enterprise relationship.The organization is embedded as the core and also including will embedded,elite to absorb,policy output and so on.Such embedded processing modes effectively guarantee the realization of Party power in enterprises and guarantee the Party's absolute leadership of public enterprises and provide experience for the power realization of the Party in the economic field.This model can be called an “embedded governance structure”,its core is to guarantee the effectiveness of the Party Power's achievement,and to safeguard the Party's absolute leadership of the enterprises.This model is widely applied to the socialist transformation of national government bureaucrat capital and national capitalism enterprises after the founding of the People's Republic of China.And so,the socialist state enterprise system under the leadership of the communist party of China formed.This model still affects the current leadership of the communist party of China and decides the development direction of the Party leadership in state-owned enterprises.The study of party politics in state-owned enterprises,which is the special field of the party power realization in economic organizations is a special entry point to understand the socialist party system with Chinese characteristics.Since the emergence of China's state-owned enterprises,the research and practice on this issue has never ceased.In contemporary China,from the beginning of the state-owned enterprises to the establishment of socialist market economic system,the state-owned enterprise subordinate to the political system,rather,the whole national economy and the social relationship is embedded in the political relations.How to ensure the legitimacy and effectiveness of the Party's revolutionary right and the power of the government is the prerequisite for the existence and development of the state-owned enterprises and the whole national economy.Before the socialist market economy system established,in the state-owned enterprises,the Party achieved “party into the enterprise”,“administrative into the enterprise”,“promotion into the enterprise”,“policy into the enterprise” through political party's dominant power to complete the modern country construction by embedding power.And this is its main target.But this model obviously cannot guarantee the state-owned enterprise as an independent “rational economic man” to adapt to the development of society.With the change of national conditions and the world situation,especially with the advent of the era of globalization,the economic structure controlled by power and the Party power realization structure have been unable to effectively adapt to the development of the time.How to solve the legitimacy of the Party power and ensure the Party power in the enterprises,to perfect the leadership over the socialist country,to consolidate the Party ruling foundation have become an era subject for the Party have to be faced.To this end,we have tried to achieve the absolute separation of politics and economy.As Karl Polanyi puts it,a purely self-regulated market economy is an ideological utopia,and the economic system that is divorced from political relations is just an imagined community.Therefore,exactly,there has never been a phenomenon of “defilement” of state-owned enterprises and Party leadership in the history of the Republic.As reflected in the Party-enterprise relationship in the form of state-owned enterprises: how to keep the Party's leadership and control of state-owned enterprises in the socialist market economic relations;as a power political party,how to embed the power of the Chinese communist party in the enterprises in the form of the characteristics of the times under the new social conditions;how to combine the political power and economic relations;to make the Party power run effectively under the condition of socialist market economy is the important generation logic of the Party-enterprises relationship in state-owned enterprises.In new era,by embedding the Party leadership to the enterprises as a legal person structure,to realize the combination of the Part leadership and corporate governance,to create good Party power relationship in the economic relationship is the important content of Party leadership system construction in state-owned enterprises.The study of the Chinese communist party leadership system in state-owned enterprises,said from the microscopic angle,it focuses on the study of the innovation of the Party leadership style and leadership system,and values how to recognize and explore the way to embed the Party power in the society and the realization of power in the history of institutional change as a party organization of power.However,it is limited to see the Party leadership in the state-owned enterprises just as a special field to study the relationship between the Party and the enterprises.Therefore,the leadership of the stateowned enterprises should be studied in the macro perspective of the political system of the party with Chinese characteristics and to find out the characteristics of party politics and party power realization in non-competitive party system,and to improve the way of leadership and governance of Marxism-Leninism party.Under the framework of “party state”,to find the way to realize the power of the Party is the basic foothold of the Party leadership system study of the state-owned enterprises.From the microcosmic field with the aid of party leadership institutional change in state-owned enterprises to discover Chinese party politics intension and the realization form from the macro perspective is the deserved perspective to study the party leadership system of the state-owned enterprises.
