State-owned enterprises insisting on and strengthening party leadership is an important issue for strengthening party leadership and party building.This paper focuses on this topic and conducts analysis and research in five aspects: The first part explains and analyzes the theoretical basis for the state-owned enterprises to adhere to and strengthen the party's leadership.The second part discusses the practical significance of state-owned enterprises insisting and strengthening the leadership of the party.The third part objectively sums up the main practices of the state-owned enterprises in persisting and strengthening the party's leadership and refining its basic experience.In the fourth part,it thoroughly analyzes the main problems existing in the state-owned enterprises in upholding and strengthening the party's leadership in recent years.The fifth part proposes the countermeasures and proposals for state-owned enterprises to better adhere to and strengthen the party's leadership.The first part explains and analyzes that our state-owned enterprises have full theoretical basis for adhering to and strengthening party leadership.Firstly,the leadership of the Communist Party of China is the most essential feature of socialism with Chinese characteristics.Secondly,the leadership of the Party is the greatest advantage of the socialist system with Chinese characteristics.The third is to uphold and strengthen the party ' s overall leadership,and the fourth is that state-owned enterprises are an important part of the party ' ‘ s national governance system.The reason for this is that,first of all,the law of the party's governance and the law of its own construction require that state-owned enterprises must persist and strengthen the leadership of the party.Secondly,the inherent requirements of socialism with Chinese characteristics determine that state-owned enterprises must persist and strengthen the party's leadership.The third,the nature of state-owned enterprises determines that they must uphold and strengthen the leadership of the party.Finally,the reform and development of state-owned enterprises must adhere to and strengthen the leadership of the party.Therefore,it is theoretically necessary for state-owned enterprises to implement their major responsibilities in upholding and strengthening the overall leadership of the party.The second part discusses that it is of great practical significance for state-owned enterprises to adhere to and strengthen the party's leadership.In practice,party leadership and state-owned enterprises are inseparable,firstly,state-owned enterprisesare the pillar of the party's leadership,and secondly,state-owned enterprises have achieved brilliant achievements under the leadership of the party.Thirdly,the leadership of the party is the fundamental prerequisite for the innovation of the state-owned enterprise system and mechanism.Therefore,the state-owned enterprises ' insistence and strengthening of the party's leadership will help maintain and strengthen the overall leadership of the party and help ensure its own healthy development.Only by upholding and strengthening the party ' s leadership can we achieve deepening reform goals and enhance our core competitiveness.Therefore,in practice,state-owned enterprises must take the initiative in adhering to and strengthening the overall leadership of the party.The third part summarizes the main practices of state-owned enterprises in upholding and strengthening party leadership since the 18 th National Party Congress.Firstly,to unify thinking,state-owned enterprises insist on and strengthen the leadership of the party to form a general consensus;the second is to clarify the powers and responsibilities to promote the integration of the party's leadership and corporate governance;the third is to uphold the principle and give full play to the party organization of state-owned enterprises in the selection of cadres.The role of leadership is to control;the fourth is to integrate into the center,promote the leadership of the party throughout the entire process of enterprise reform and development;the fifth is to strengthen the foundation and strengthen the responsibility for managing the party;the sixth is to build the soul and continue to enhance the party building quality of state-owned enterprises.The basic experience achieved in practice can be summarized as "five must",namely,we must insist on and strengthen the leadership of the party,must pay attention to strengthening the construction of the party,we must uphold the party's leadership and corporate governance,we must adhere to the unity of wholeheartedly rely on the masses of workers,we must give full play to the role of Party organizations in the flag orientation.These practices and basic experience have enabled state-owned enterprises to make positive contributions to upholding and strengthening the party's overall leadership.The fourth part analyzes the major problems that SOEs have in persisting in and strengthening the party's leadership in recent years.The first is the legal status of party organizations in state-owned enterprises.That is,the current regulations and policies have a mixed definition of the statutory status of party organizations in state-owned enterprises,and the statutory status of party organizations in state-owned enterprises is not clear.The second problem is that party organizations in state-owned enterprises should integrate into corporate governance structures.At present,the relationship between party organizations of state-owned enterprises and other corporate governance subjects remains to be clarified,and the operating mechanismof corporate governance structures needs to be compatible.The ability to participate in corporate governance needs to be improved.The convergence mechanism of the "new and old three clubs" needs to be improved.The third problem is that the party organizations of state-owned enterprises participate in major corporate decision-making,mainly because the mechanism for participation in decision-making is not perfect,the contents are not clear,the procedures are not standardized and the guarantee is not in place.Fourth,the integration of the "core" of the leadership of the party with the "center" work in state-owned enterprises.The party's leadership has played a role in suspension.The party committee and the board of directors have operated in an deviant manner.The fusion of "core" and "center" has become detached.The fifth is to strict management of the Party ' s “ two responsibilities ”problem.At present,the issue of violations of laws and regulations still exists to varying degrees.“Top leaders ” supervision is still a weak link in the supervision within the Party.The internal supervision “ Kowloon water control ” pattern is scattered.There are obstacles in the supervision of the same level in terms of culture and management,and there is a lack of responsibility for managing the party's party.The sixth is the issue of self-construction and role-playing of party organizations in state-owned enterprises.This is mainly due to the lack of implementation of the responsibility system for party building work,the lack of attention to party building work,the inadequacy of the role of party organizations,the relatively weak work force in party building,and the lack of awareness of party building activities innovation.These major issues pose challenges for state-owned enterprises to earnestly implement their own responsibilities in upholding and strengthening the party's overall leadership.The fifth part proposes the countermeasures and suggestions for the state-owned enterprises to better adhere to and strengthen the leadership of the party in a new era.First of all,we must uphold the "five must" work ideas.That is,we must resolutely implement the general requirements for party building in the new era and must insist on the fundamental construction of the party ' s political construction.We must unwaveringly adhere to the party 's overall leadership over state-owned enterprises,must correctly understand the establishment of a modern enterprise system as the direction of state-owned enterprise reform,and must fully promote the high-quality development of party-building work in state-owned enterprises.On this basis,we should take multiple measures to effectively promote the state-owned enterprises,and to better maintain and strengthen the party's leadership.Firstly,we must establish and improve a modern state-owned enterprise system with Chinese characteristics.Secondly,we must clarify the statutory status of party organizations in state-owned enterprises in corporate governance.thirdly,we must rationalize the rights andresponsibilities of the state-owned enterprise party organizations and other governance entities.The Fourth,we must standardize the operating system of the corporate governance structure,incorporate the overall requirements for party building work into the articles of association of state-owned enterprises,improve the leadership system of “ two-way entry and cross-positioning,” and implement the appointment system of property rights and the appointment system of managers,Responsibility,handle the relationship between the "new three meetings" and the "old three meetings." The fifth,we must promote the deep integration of the “leadership core” and the “operational center”,that is,realize the integration of concepts of “core”and “center”,strategic integration,function integration,and organizational integration.The sixth,we must improve the party's participation in major decision-making mechanisms of state-owned enterprises by strengthening top-level design to determine statutory status,coordinating and coordinating the relationships among various governance entities.The seventh,we must fully implement the party's responsibility to manage the party's political affairs.Specifically,we must implement the party's main responsibility and the disciplinary committee's supervision responsibilities,and increase internal inspection and supervision of enterprises to form internal and external supervision forces to ensure that state-owned assets are firmly held in the party ' s hands.Eighthly,it is necessary to establish a sound and effective party-building work system mechanism,such as establishing and improving the evaluation and evaluation system for party building work,party organizations participating in major decision-making systems,public disclosure of party building work and democratic appraisal systems,and supervision and accountability system for party construction work.The ninth is to establish a sound and smooth party-building work organization system by establishing and improving the party's organizational structure,promoting the party-building work by classification and hierarchy,and consolidating the party-building grass-roots foundation.The tenth,we must focus on solving the “ four modernizations ” problem of party leadership in state-owned enterprises,earnestly give play to the leading role of party organizations in state-owned enterprises,adhere to the principle of party management and cadres,do a good job of party building and ideological and political work in state-owned enterprises,and build a high-quality professional Leading the ranks of cadres,cultivating a team of excellent party-practice cadres and exploring the formation of a scientific and effective party building work method.Through the above,state-owned enterprises can make greater and greater contributions by upholding and strengthening the party's overall leadership.
