The Operating Mechanism Of Party Diplomacy Of The Communist Party Of China

The party diplomacy of the Communist Party of China has experienced several periods of development since the founding of China in 1949,and reached a new climax in the new era of socialism with Chinese characteristics.During this process,the operating mechanism of the party diplomacy of the CPC has become more mature,making important contributions to the construction of a new type of inter-party relationship and a community of shared future for mankind.The International Department of the CPC Central Committee(IDCPC)is the main executive department of the party’s diplomacy of the CPC.Its functional positioning and organizational changes are embedded in the grand historical process.This is why cuts into the diplomatic operating mechanism from the "small perspective" of institutional changes offers possibilities to this article.In the introduction,this article mainly clarifies the academic definition of party diplomacy,and makes an analytical review of its conceptual features,functions,and influencing factors.In the first part,this article introduces the party diplomacy of the CPC from the perspective of the rise of practice,and understands the functional positioning and institutional setup of the IDCPC as an executive agency in the party-administered diplomacy system of the CPC.The second part takes the change of party diplomacy of the CPC as a clue,sorts out the development background of the four stages,and lays the foundation for the whole article.The third part focuses on the specific situation of the organizational changes of IDCPC in the four stages,details its changing process and reform measures,and outlines the overall context of its institutional changes.The fourth part summarizes the characteristics of the organizational change of IDCPC and analyzes the driving factors of its institutional change.The fifth part further summarizes the experience of the party diplomacy of the CPC in the new era,and lists the future development path.This article finds that the organizational changes of IDCPC have gone through four stages:" Dual-track parallel in the initial period","institutional adjustment in the exploration period","division of labor and cooperation in the development period",and "leadership and coordination in the breakthrough period".Its organizational change has generally experienced a process of better matching of structure and function,reflecting the characteristics of clearer functional positioning and more complete departmental functions.Its institutional change is the result of comprehensive effects.The party diplomacy of the CPC must be subordinate to national interests firstly,which is embodied in the directional reform under the goal of survival and development and the institutional reform under the goal of development;Demonstrated a certain degree of independent initiative,made active adjustments to serve the diplomatic strategy,gradually enriched the "Chinese characteristics"of the party diplomacy of the CPC,and reflected its "party attributes" in comparison with the government’s foreign affairs department of the Ministry of Foreign Affairs of PRC;The diplomatic thoughts of successive leaders have also provided intellectual resources for the party diplomacy of the CPC and influenced the organizational changes of IDCPC.In the new era,the CPC will enter the new development stage of the new journey to fully build a modern socialist China.The party diplomacy of the CPC will always serve as an important fulcrum for overall diplomacy,continue to strengthen communication and cooperation with the world,to promote the establishment of a high-level dialogue platform,to build a community with a shared future for mankind jointly,and to promote the development of human progress with other countries in the world together.
