The establishment of the cadre system is an important part of the Party's system construction and plays the core role of pushing.The scientific and systematic completeness of the cadre system influence the quality and leading level cadres.The report of the Nineteenth Party Congress pointed out that it was necessary to build a contingent of high-quality and professional cadres.It is also vital to train professional capabilities and strengthen adaptability to suit the development requirements of socialism with Chinese characteristics in a new era.The training of cadres is inseparable from the perfect cadre system.It is precisely at the request of the goal of cultivating high-qualified and professional party members and cadres in the new era that enhancing the construction of the cadre system in this new era becomes the theme of the party building.It is a basic foundation for Chinese Communist Party to construct cadre team with high comprehensive quality and strong professional ability in order to achieve the grand goal of the great rejuvenation of the Chinese nation.The party should maintain the high alert and deeply understand the role of leading cadres during the cause of socialist modernization and constantly strengthen the party's cadre system and provide institutional guarantees for bringing up highly qualified and professional cadres.The Chinese Communist Party has always attached great importance to the building of the cadre system.Since the reform and opening up,under the guidance of the party's correct organizational line,the cadre system has achieved remarkable results and created a new situation for the work of cadres.On the occasion of the 40 th anniversary of the reform and opening up,further exploration of the establishment of the cadre system will greatly benefit the promotion of cadres' work and party's cadre system in new era.Under the structure of Marxism,taking the cadre system of Chinese Communist Party since Reform and Opening-up as the research subject,this thesis comprehensively uses research methods including systematic research,literature review,combinating of history with inter-disciplinary theory,and deeply explains the time background,theoretical foundation and practical development of the cadre system construction of the Party since the Reform and Opening-up.This thesis also sorts out the development process of the cadre system,effectively generalizes the results of cadre system construction since the Reform and Opening-up and drills down the reasons and deficiencies of the system,to build a scientific one,which will in turn play its role in building high-quality leading cadres and strengthen the ruling position of the Party.Specifically,this thesis consists of seven chapters.The first chapter is the introduction,which mainly explains the background of the subject,research meaning,research results of the academic circle(domestic and international)relating to this subject,research thoughts and research methods and the innovation and existing deficiency of this thesis.This part sets the theoretical frame for the whole thesis.The second chapter discusses basic theories of the cadre system construction of the Party since the Reform and Opening-up.explaining conceptions of the cadre,the cadre system and the construction of this cadre system.There are three situations,the situations of the word,Chinese Communist Party as entry points of this part;and this part deeply analyses the historical background of the cadre system construction of the Chinese Communist Party since the reform and Opening-up.based on these,this chapter explains the time value of the cadre system construction for strengthening the guiding position of Maxim,promoting the ruling and leading capacity level of the Party,building high-quality contingents of cadres,implementing the paths and criteria of cadres and realizing the rejuvenation of the China.The third chapter is about the basis of the cadre system construction of the Party since the Reform and Opening-up.this part conducts theoretical analysis towards the relevant theories of the cadre system construction of Marx,Engels,Lenin and Mao Zedong,which have formed the theoretical basis for my topic.The historical basis of the cadre system construction of the Party mainly has been divided into five historical periods and for each period,the construction of the Party is discussed,which forms the practical foundations for my topic and increases the theory and history support for this topic.The forth chapter inspects the progress of the cadre system construction of the Chinese Communist Party since the reform and opening-up.The main line is the historical development,and the development of the cadre system construction has been divided into three phases: recovering and exploration,perfecting planning and deepening development.According to the content of the cadre system,it is divided into five specific systems including selection and appointment,supervision and constraint,evaluation and assessment,mutual communication,and education and training,and the development of each specific system is studied during its phase.The fifth chapter generalizes the results and historical experiences of cadre system construction of the Party since the Reform and Opening-up.This part generalizes the results of the cadre system construction five aspects:building sounder selection and appointment system of cadres,gradually improving the management system of leading cadres,optimizing the assessment system of cadres,strengthening the training and educations of cadres,gradually perfecting the supervision and restriction system of cadres.Consequently,this chapter further concludes five historical experiences of cadre system construction.The sixth chapter summarizes and analyses problems of cadre system construction since reform and opening-up by taking consciousness of questions as its guide.It points out the main problems of the current cadre system: the inadequate selection and appointment systems,the deficient supervision and implementation strength,the unscientific assessment system,the inadequate construction of communication system,the lack of restraining force of the education and training.This part analyzes the causes of these problems from the following cultural,economic,social,legal and organizational five aspects.The seventh chapter mainly discusses the principles and paths for cadre system construction of the Party in the new era.Based on deep reflection of the disadvantages of the current cadre system,the thesis firstly discusses the value and goals of the cadre system construction in the new era,and then summarizes five principles that the construction of the cadre system of the Party in the new era shall obey.It finally comes up with the paths and choices for the cadre system construction under new historical conditions.
