It's a common rule thatwell-governed counties promise a good governance of the whole the country.Only the counties are in a stable state can the whole country be stable.As early as 2000 years ago,the governance that a country can not exist without the governance of counties.County governance is the elementary level of state governance.Hence,if the county does not get a good management,the whole country will be fronted a hard governance.During the traditional agricultural time,China's effective county governancelaid both a solid material and cultural foundation for the appearing of prosperous dynastiesas well as the founding ofbrilliant Chinesecivilization.The1840 Opium War completely changedthe orbit of the traditionalChina,a development pattern of industrialization and the urbanization tucked into China.Indeed,it brought a dramatic change through out the whole country.After that,the overwhelmed agricultural civilization gradually gave way to industrial civilization,the space and to the requirements of the times,and complying with the realistic national conditions.By adopting different county governance modes at different times,the CPC succeeded in adapting to and boosting the development of the county at the timeon the whole.However,as the county governance environment changed coming along with the conditions transformed,the models for county governance need a constant adjustment and innovation.During the 90 years since the founding of the People's Republic of China,the county governance under the leadership of the CPC has gone through four stages distinguished by four county governance modes,versatile county governance mode,economic-oriented development county governance mode,scientific-orienteddevelopment county governance mode,democratic-consultation-oriented county governance mode.The essence of the changes of the county governance patterns under the leadership of the CPC is a process of perfecting the ways and concept of county governance,which embodies a highly theoretical and practical awareness of the the Chinese Communists Party.The development of the county is the foundation of a comprehensive,balanced and sustainable national development,and an effective governance of the county is an important part of the whole nation's governance.So a well-governed counties insure a well-governed country.The stability of the whole country comes on the heels of the stability of all the counties.Although it made such a big mistake like the cultural revolution since its foundation,the country still hold and survived from the special period of disruption.The main reason is that the county dimension society maintain stability as a whole.These basic experience were not easy to acquire.They are the products of the combinationof Marxism and Chinese practice,the results of the experience out of practice and the analysis of theories in the process of the hard socialist construction under the leadership of the CPC.Hence,they are the major guideline that must be applied with in the road of boosting asustainable modernization of the county governance now and the future.The history of the human being goes on without ending,which makes the county governance must keep up with the times.At present,the Chinese characteristic socialism has entered a new era,which enables the county governance to stand in a new historical starting point.On the other hand,it is hence exposed to a new governance situations and conditions.Facing the new development in the economic society,the country should workhard on making all the counties realize the establishment of a well-off society first.Only on the basis of well-off counties throughout the country can a all-around modernized socialism get realized.To make this come into reality,we should actively adhere to Xi Jinping's ideas of Socialism with Chinese Characteristics as a guideline,comprehensively grasp the unprecedented historical opportunityprovided by such significant strategic as the boosting of "Four Modernizations simultaneously",the promotion of "Rural Revitalization".We should have a correct judgement of the major challenges such as impeded stepping in of human resources,the weakening ability of the township authority,the intensified of social stability waiting for us in the way of promoting the county governance.We should analyze scientifically the major reasons for all of the big challenges and try to make every bit of effort to push the modernization of the county governing ability through taking full advantage of the counties and carrying out the most suitable policies.The CPC should play a core leadership role in taking responsibility of the whole picture and collaborating all the power related,the role of which should be given a full play unswervingly.Its leadership in the county governance should be continuously strengthened and improved.We should further perfect the county governance concept,firmly establish a“goodgovernance concept”,people-oriented concept",and "ready to offer service concept,"giving the guidance and leading role of the concept to a better play in the process of county governance.Set an multi-ownership conscious to arouse more main body to participate in and establish a mechanism of compromise and discussion by multiple forces,focusing on a join forces of county governance.Try to perfectthe county governance and supervisionsystem,carry out the county administrative accountability system,and enhance the democratization and legalizationlevel of county administrative.Try to optimize the system of county governance performance evaluationstandard,improvethe appraisal system of county governance,innovate the county governance performance evaluation methods and the mechanism of applying the evaluation fruits.Give the governing performance evaluation play the role of the batonscientifically and reasonably in the management of the county,promoting
