The Research On Contemporary China Governance By Ruling Party Based On Governance Modernization

The modernization of the country governance system and governance capacity,called as the modernization of country governance,is an inevitable requirement and core task for the modern country construction.The modern country is governed by the ruling party,called as the party governance,that is also a common phenomenon in modern politics.Therefore,the practice of party governance itself implies the goal of modernization of country governance.The clearer goal of country governance modernization which was defined at the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,has already provided authoritative guide to the current practices of contemporary China governance by ruling party.In order to promote the practicse,advance the modernization of country governance,it is very important to study the issues including the status and role of country governance by ruling party in the modernization of country governance,the specific criteria for the governance practic,the current status and the optimization of contemporary China governance by ruling party.Based on the above issues,this paper adoptes the method combinating systematic analysis and process analysis,chooses the tool combinating comparative analysis and literature analysis.The paper,firstly analyzes the modernization of country governance,and the structural elements of country governance by ruling party which includes intra-party governance as the premise factor,governance on the inter-party relations as the important factor,governance on the state power as the key factor,social governance as the destination factor.Second,it also analyzes the importance of country governance by ruling party in the modernization of country governance.With its function of value cohesion,organizational adjustment,system construction and capacity enhancement,the country governance by ruling party becomes as a basic premise,a meaning and the fundamental guarantee for the modernization of country governance.On this basis,the paper lastly puts forward the specific criteria for country governance by ruling party under the modernization of country governance,including democratization,legalization,scientificalization and effectiveness,thus providing a survey dimension and criteria for the research on contemporary China governance by ruling party based on governance modernization.Based on the above dimensions and criteria,the paper untangles the exploration on the party governance in the international communist movement history and reviewes the history of country governance by ruling party in contemporary China.After the untangling,it is found that Marxist classic writers and the Soviet Union in the international communist movement history,had accumulated a lot of useful experience in the governance by the proletarian party,which are important for contemporary China governance by ruling party.With the reference of these thoughts and lessons from the international communist movement,the contemporary China governance by ruling party has gone through a developing processes,beginning with the socialist revolution,through the socialist construction,reform and opening-up,and until now the new era of socialism with Chinese characteristics.After reviewing the developing course,the paper investigates the achievements,the opportunities and the challenges that the party governance faces in contemporary China.It is found that,the contemporary China governance by ruling party has made considerable achievements in the democratization,legalization,scientificalization and effectiveness.Accordingly,it has realized the perseverance and development of socialism with Chinese characteristics,formed the "leading" of world party governance,and laid a solid foundation for the modernization of China governance.Moreover,the formation of consensus of socialism with Chinese characteristics,the coordinated promotion between overall layout and strategic layout of socialism with Chinese characteristics,the clarity of the overall goal of modernization of governance,also provide important historical opportunities for the contemporary China governance by ruling party in the new era of socialism with Chinese characteristics.Nevertheless,the contemporary China governance by ruling party also faces many challenges such as traditional governance thinking,disconnection between theory and practice,low coupling degree of popular participation,inadequate capacity of party governance,external westernization and differentiation.Lastly,this paper discusses the optimizing principles and solution to the contemperary country governance by ruling party based on the governace mordernization.The paper holds that “upholding and improving the leadership of ruling party”,“implementing the people-centered development concept”,“coordinating the structural elements of national governance of ruling party”,“realizing the coordination between governance of party and governance of other aspects”,“enhancing the world strategic vision of party governance”,are the indispensable optimizing principle for the contemporary China governance by ruling party.In order to deal with the challenges and to promote the governance,the actions must be taken to strengthen the theoretical research on governance of ruling party,enhance the interaction between the top-level design and the exploration at the grass-roots level of the governance of ruling party,optimize the structural elements of the governance of ruling party with the problem-oriented approach,improve the ability of country governance of the Communist Party of China.The above research and discussion on the contemporary China governance by ruling party basic on the modernization of governance,have rich enlightenment value on clearing up the question of how to treat Marxism,how to treat the theoretical study of party politics,how to treat the theoretical study of political development,and how to treat the socialism with Chinese characteristics,how to treat the scientific socialism,how to treat the political modernization of other countries.
