In the era of big data,data as national strategic resource for economy,society,culture and governance capacity has significant impact.Government is the biggest data producer and owner,which owns more than 80% social data resource.How to coordinate and open the data is very meaningful,and furthermore try to make the data valuable.The current researches are mainly focused on the definition and characteristics of open government data,data quality,data management mode,but they ignore the process of open government data.So it is necessary to conduct research on the process of open government data,and prepare for the long-term mechanism of open government data.The research on open government data lack of systematic theory to analysis the process,and Actor Network Theory as a theory to explain the social phenomena is suitable for the research on the system of open government data.Based on a large number of reliable literature and information,this research tries to analyze the process of open government data with Actor Network Theory.Then choose the traffic data in the Shanghai Open Data Apps as the example,using Actor Network Theory as the framework to design the interviews.Through problematization,interessement,enrollment and mobilization these four steps to translate the actors in the process of open government data,fully understand the interest of various actors,which contributes to establish the long-term mechanism of open government data in the future.At the same time,the research supplement the principle of generalized symmetry of the Actor Network Theory,which distinguishes the actors in the early stages of social phenomenon and grasps the asymmetric role of the key actors to make the theory more explanatory to the initial social phenomena.
