Since the reform and opening up,the CPC central committee and the state council have always attached great importance to the selection and training of grassroots party and government cadres in ethnic minority areas,and have taken improving the abilities of grassroots cadres as a strategic and basic work concerning the overall situation of the work of the party and the country.Over the years,guided by marxism-leninism,centering on the great practice of reform and opening up and the construction of socialism with Chinese characteristics,and in combination with the reality of the selection and training of grass-roots party and government cadres in southwest China’s ethnic minority areas,the party has consistently put forward new ideas and measures to improve the capability of grass-roots party and government cadres.Along with this,a batch of grassroots leading party and government cadres with both ability and political integrity emerged in the southwest minority areas.The improvement of the ability of grassroots cadres has greatly promoted the rapid and effective development of the economy and society in the southwest ethnic areas and shaped a new rural landscape.The hard work of grassroots cadres in southwest China’s ethnic minority areas has effectively safeguarded ethnic unity,social stability and national unity in ethnic minority areas,and accelerated the pace of ethnic minority people toward a well-off society.Since the 19 th CPC national congress,general secretary Xi Jinping has provided theoretical guidance and raised higher expectations and requirements for the training of grassroots party and government leading cadres in the new era,especially in ethnic minority areas.In the new era,various work in various ethnic areas are facing different situations,tasks and development realities.Therefore,targeted and focused training and improvement of the abilities of grassroots party and government cadres should be carried out according to the actual situation,which is also an important topic to enhance the overall national strength.The establishment of competency model for grassroots leading party and government cadres is an important basis for a series of management work such as cadre selection,training and performance management.This paper combines relevant theories of leadership,competency theories and competency model research,and conducts a systematic study on the competency characteristics of grassroots party and government cadres in southwest China’s ethnic regions.The research work of thispaper includes the following parts :(1)combining the actual economic and social development of southwest minority areas with the characteristics of grass-roots party and government cadres,the paper systematically and pertinently analyzes the actual work situation of grass-roots party and government cadres in southwest minority areas;(2)develop the competency model of grassroots party and government cadres in southwest minority areas;(3)to compare the competency characteristics of grassroots party and government cadres in southwest minority areas on various demographic variables;(4)to put forward Suggestions for improving the capability of grassroots party and government cadres in southwest minority areas.In order to construct the competency model of grassroots party and government cadres in southwest China,this study USES the method of behavioral event interview and expert evaluation to identify the core competency elements.Self-compiled competency scale was used to measure grassroots party and government cadres in southwest China.A total of 1,000 grassroots party and government cadres were investigated,and 978 valid questionnaires were collected.Exploratory factor analysis and confirmatory factor analysis were used to construct the model and test its reliability and validity.In addition,literature research method,job analysis method,expert consultation method,descriptive statistics,correlation analysis,T test,chi-square test and other statistical analysis methods were used to assist the design and implementation of the study and data analysis.Through the analysis of behavioral event interview data and the results of expert evaluation,the author codes and extracts the data,and concludes that the model of grassroots party and government cadres in southwest China is a multi-dimensional structure.After exploratory factor analysis,the author obtains the basic model of competency characteristics and verifies the model.Through the separate extraction and research of knowledge elements,knowledge elements,ability elements and quality elements jointly constitute the competency model of grassroots party and government cadres in southwest minority areas.The results of confirmatory factor analysis showed that the correlation between the measurement indexes of the competency scale of grassroots party and government cadres in southwest minority areas had a high degree of fitting with the first-order measurement model,and the scale had a good construct validity.The results of the criterion validity test show that the competency scores of the investigated subjects are significantly correlated with the performance level ofexternal criterion judgment,and the model has a good criterion validity.According to the survey results of grassroots party and government cadres in the sample area,the competency model is divided into three major elements,namely knowledge element,capability element and quality element,and 17 small elements are further divided from them,among which,capability element corresponds to 6 elements,quality element corresponds to 6 elements,and knowledge element corresponds to 5elements.The differences were tested on demographic variables such as gender,ethnicity,age,working years,work content,work scope,etc.In terms of gender variables,the mean value of male in enterprise and executive ability is significantly higher than that of female.The average score of the sense of responsibility of the grassroots cadres aged 35-55 years old is significantly higher than that of the other two age groups.In terms of academic degree variables,there are significant differences in the academic qualifications of grassroots cadres in terms of their courage,comprehensive analysis ability,innovation ability and total score of ability.In terms of ethnic variables,there is no significant difference in the competency dimensions of grassroots party and government cadres in southwest ethnic areas.In terms of the variables of administrative level,there are significant differences in the pragmatic spirit,respecting and enjoying the group,self-confidence and the executive ability of the quality elements,and the scores of the leading cadres at the department level and above in the four elements of pragmatic spirit,respecting and enjoying the group,self-confidence and executive ability are all higher than those of ordinary cadres.In terms of the variables of political status,there are significant differences in the pragmatic spirit,self-confidence and execution ability of quality elements.The average values of the pragmatic spirit,self-confidence and execution ability of CPC members are all higher than those of non-party members.Finally,this paper combines theory with practice,and puts forward countermeasures and Suggestions for improving the competence of grassroots party and government cadres in southwest minority areas.This article unifies the investigation research result through the southwest
