Research On The Competency Of Grassroots Party And Government Cadres In The New Era

Grassroots party and government cadres are an important part of the cadre team,and they are the concrete implementers of various policies of the party and the government.The amount of their knowledge,the strength of their ability and the level of their quality are directly related to the development degree of the grass-roots society and the consolidation degree of the grass-roots political power.It has practical and important significance to realize the modernization of national governance capacity.Since the 18 th National Congress of the Communist Party of China,profound changes have taken place in the situation of the word,the nation,the party and the society.It is urgent for grassroots party and government cadres to improve their ability and quality in order to deal with the new situation and new problems in the new era.In June 2013,President Xi Jinping clearly put forward the five standards of good cadres--firm faith,serving the people,diligent and pragmatic,dare to take responsibility,and clean and honest,pointing out the direction for the construction of high-quality and professional cadres.In the new era,strengthening the competency construction of grassroots party and government cadres plays an important role in improving the working efficiency and service quality of the party and the government.The construction of the competency of grassroots party and government cadres is a systematic and dynamic process.Through the collection and collation of domestic and foreign documents on the construction of civil servants' ability and quality,the analysis of the new requirements on the construction of party and government cadres in the new era,and the on-the-spot interviews with many grassroots party and government cadres,this paper makes an in-depth analysis of the competency composition and evaluation index system of grassroots party and government cadres in the new era.This paper holds that the competency of grassroots party and government cadres in the new erashould be composed of three modules: knowledge,ability and quality.The knowledge module is divided into two dimensions: basic knowledge and professional knowledge.The ability module is divided into four dimensions: political ability,public service ability,mobilization and implementation ability,and emotional ability.The quality module can be divided into political character,personality and moral character of three dimension.And each dimension should be composed of any number of elements.In addition,this paper based on the new era grassroots party and government cadres competency components designed a questionnaire,and field research.Through the questionnaire survey,this paper finds that there are a series of problems in the competency construction of grassroots party and government cadres in the new era,such as the lack of professional knowledge,the relative lack of innovation ability,the sense of responsibility and the spirit of responsibility to be improved.In view of these problems,this paper makes an in-depth analysis from the three aspects of concept,system and behavior,and puts forward some suggestions,in order to promote the competency of grassroots party and government cadres in the new era.
