With the development of economic globalization and knowledge economy, thegrassroots cadres of the government as the inner core human resource have become thedecision factors of a national and regional government forces. The quality of grassrootscadre directly affects the government administrative management ability. The grassrootscadre selection is the leading cadre quality control for the first pass. China’s leadingcadre selection system experiencing constant change, and it has been forming ascientific and reasonable leading cadre selection system. The open selection system ofgrassroots cadres has become a more and more representative mode at present.Modern talents assessment technique is an advanced mode. Modern talentsassessment technology can continuously divide industry and job category scientifically,refine evaluation index and make it quantitative, so as to constantly make the selectionmore scientific and effective. At present the modern personnel evaluation technologyare introduced in the publicly-elected grassroots cadres procession. But there is noestablished model, and it is lack of analysis for characteristics and requirements of thepost. The applicant for quality analysis is not enough. So the matching degree is nothigh. Therefore, the topic is the study of the competency-based evaluation model ofgrassroots cadres in the open selection, through the analysis of the present situation andexisting problems of leadership cadre talent assessment model. The essay is also basedon competency assessment model with grassroots cadres and the practice of Z citygrassroots cadres selection to analyze competency evaluation model of theimplementation of the grassroots cadres and puts forward some suggestions to improveit, for it can provides some reference to the local governments in China.
