Contemporary Public Policy Process In China, Internet Users In Political Participation Research

In modern society , public policy is omnipresent and has penetrated into every aspect of our life,we live in a variety of public policy. Without the necessary interventions of public policy,it is difficult to guarantee the normal social order. The government distribute social resources,adjust social benefits,solve social public problems by public policy. A public policy often influence the future and destiny of a group of people,a region,a industry,a national up to a country. From the time span,this influence may be several years,decades,or even centuries. Therefore , the government must widely absorbs public opinion , centralized wisdom. On the other hand,the citizens want to influence government policies by various ways, express appeals in every link of public policy, have interaction with the government.Advent of the internet in the 20th century has marked the evolution of human spreading tool has stepped into the new stage of development , inject new vitality into social innovation and development. Through this platform of Internet,netizens can participate in government policy process by lower cost and more efficient ways.Participation in public policy process of an increasing number of netizens promote the degree of scientific and democratization of public policy. When new technology was born,people always hope that it can change the whole worlds appearance,however, each kind of technical gift has its dark side,only not only paying attention to the possibilities of the quality improving of public policy that brought about technical innovation,but also taking a close attention in the logical relationship between the internet and citizen participation in policy,can we control the information technology,achieve the interaction between government and citizen with platform of the Internet,improve the process of public policy continuously.At present,the study of netizen political participation in the policy process at home and abroad still comparatively rare. Based on the former research,this paper probes in the connotation, characteristics, function and present situation of netizens'policy participation in contemporary Chinese,analyzes the reflection of netizens'political participation in each stage of the process of public policy,demonstrate the interaction of government and citizen in netizens'policy participation and optimizing the public policy process by netizens'policy participation. On this basis, the paper puts forward dilemmas of netizens'policy participation dialectically and analyzes its causes,then puts forward concrete plan aimed at specific problems,to promote the citizen's normative participation under Internet environment,to make the public policy more scientific and democratic.
