Russian Far East Development In The Perspective Of International Political Economics:Paths,Potentials And Challenge

The development in Siberia and The Far East has been one of the most significant directions among Russian recent national development strategy,which is considered as new power for national revival in future.The Russian Government in the Soviet-era and Post-Soviet time had implemented the developmental strategy for many times in the state-dominated system,but the results did not achieve the desired goals.The historical tracks of the developments in Siberia and The Far East has showed that it needs a strong federal government first to implement regional developmental strategy in Siberia and the Far East which has a vast territory,varieties of regional difference and such complicated external environment.After finishing spatial integration in national politics and economy under the leadership of President Putin,Russia has the strength to be engaged in developing the Siberia and The Far East.On the other hand,the decisions on the development of the Siberia and the Far East were the results of Russian conceptions on the change of international systems.With the influence of external environments,the development of Siberia and the Far East has supplied wider space for regional economic cooperation and become the beginning of reconstruction on regional order in the Northeast.President Xi Jinping pointed that China has been positive participant and supporter on the development of Siberia and the Far East in Russia,which could promote Sino-Russian pragmatic cooperation.And at the same time,this kind of cooperation can meet Chinese domestic demands on rich recourse and consumer goods.In sum,the success or the failure of development of Siberia and the Far East depends on the interactions between Russian domestic structure and world economic conditions.It also depends on creative application of the traditional theories and methods of International Political Economy in keeping with modern times.The key questions of this PhD dissertation are following:what kinds of the historical conditions has been given through the interaction between internal process and external process from the 21^st century;what is the impact on Russian political economy and the evolution of Russian surroundings under the environments of open and development of Siberia and the Far East.The project on development of Siberia and The Far East has always followed the certain path:only when Russia has a strong and effective central government and positive external environment could the project be effective and a success.With well-placed geographically,a vast territory and rich in natural resources,Siberia and The Far East in Russia has great developmental potential.But it depends on a kind of reasonable political economic institution and external environment to turn the great developmental potential into reality.It is the current international political and economic environment that provides condition and the opportunity for promoting the development of Siberia and The Far East.But it is a long process for the project on the development of Siberia and The Far East,which will face the challenges such as the institutional problems,loss of population and the bad soft environment.In sum,the success or the failure of development of Siberia and the Far East depends on the interactions between Russian domestic structure and world economic conditions.It also depends on creative application of the traditional theories and methods of International Political Economy in keeping with modern times.This dissertation has seven chapters.The first chapter is the introduction,which provides the application of international political economy on development and cooperation of developmental and transitional regions.The focus is on the basic relation between nation and market,international conflicts and cooperation between great powers,the role and status of natural endowment in some countries,the relation between international conflict and regional economic cooperation and the relations between domestic politics and open foreign policy.The 2^nd chapter mainly focuses on the approach of the development of Siberia and The Far East,through analyzing cyclical phenomenon shown by the developments of Siberia and The Far East.The conclusion is that the development of Siberia and the Far East depends on the economic and political surroundings.The 3^rd chapter and the 4^th chapter analyze Russian endeavor on spatial integration of Siberia and the Far East in the aspect of politics and economy in Putin's period.After competing domestic integration,the stronger Russian government has the capacity to start a new wave of development of Siberia and the Far East,ensuring carrying out the developmental policies effectively in Siberia and Far East.The 5^th chapter reconsiders and reassesses the potential of open foreign policy in Siberia and the Far East.The point is that the with the help of the adaptive role of Russian domestic political and economic institutions and international environments,developmental potential can be translated into reality in Siberia and the Far East.The 6^thh chapter analyzes the international environment on Siberia and the Far East.On the basis of the theoretical framework in this dissertation,this chapter focuses more on“Asia-Pacific Rebalance policy”of Russia,Russia-North Korean relations and Russia-Japan relations.After summarizing Sino-Russian cooperation on Siberia and the Far East,the last chapter has given the new space and adaptive patterns in the future Sino-Russian cooperation.
