Research On Problems And Countermeasures Of Women's Federation Participating In Social Governance

With China currently in the midst of rapid transformation and the government function shifting from "management pattern" to "service pattern",the social governance pattern featuring with " small government,big society" takes into shape preliminarily,and social organizations play increasingly important roles in social governance.The report of 19 th CPC National Congress proposed that we should establish a joint-building,joint governing,and co-sharing pattern of social governance and improve the system of social governance with improved Party committee leadership,responsible governments,coordinated society,participating community,and legal guarantee.This report has also provided a good opportunity for social organizations to participate in social governance.Women's Federations,one of the most important mass organizations,are facing with new challenges provided by CPC and government.How to participate in social governance and how to deepen their organizations' reforms are two-side challenges Women's Federations are facing with.Women's Federations' and other members' in mass organizations participation in social governance,will not only faster convey women's requests and needs to Party committee and governments,but also cement the administrative foundation of Communist Party of China,and increasingly upgrade current pattern of social governance.The aim of this paper mainly is to realize Women's Federations' effective participation in social governance.During the process of the research,this paper comprehensively applies many research methods,including field research method,comparative analysis method,descriptive statistical analysis method etc.This paper is to state the theoretical basis for Women's Federations participating in social governance and by studying cases,it analysis Linhai Women's Federation practical experience when it takes part in social governance and conclude the challenges Women's Federations' facing with and the reasons why the challenges await them.This paper puts forward the countermeasures and suggestions for Women's Federations' participation in social governance,combined with Foreign Women's Federations' practical experience and staged achievements other national mass organizations have achieved in social governance under the reform background.In the research,this paper comes to the conclusion that the main problems Women's Federations' exist in social governance are ambiguity of functional boundary,insufficiency of fund guaranty,shortage of professional workers,relatively lagging of working manner,lacking of efficient methods.If we search to the bottom of the problem,the main reasons lie in the shortage of legal empowerment and relatively monotonous of organization structure,Women's Federations' workers' weak integrated abilities and the lacking of working mechanism of socialization.With Women's Federations' real situation,the paper believes it is necessary to focus on promoting legislation,perfecting the system and mechanism for women's federations to participate in social governance.It is also very important to establish new structure,well play three-dimensional roles,rationalize the relationship between governments and Women's Federations,push women to take part in serving the country and society.Women's Federations need to improve their participation consciousness and ability,obtain financial supports from different sectors,cement the foundation for Women's Federations' participation in social governance.Women's Federations' construction should be led by CPC's construction,and they should enhance the interaction with other governance bodies,sustain and increase their political nature,advancement and mass character.Women's Federations should establish a platform through which they can participate in social governance,and actively take part in socialist consultative democratic construction,innovate activity carriers of project operations.Women's Federations should take part in integrating social public service resources,extensively strive for strengths from all walks of life,improve their effective participation abilities in social governance.
