The Evolution And Development Of The CPC' Governance Thought From Social Management To Social Governance

The 3rd Plenary Session of the 18 th CPC Central Committee put forward the concept of “social governance” for the first time and presented many detailed discussions on relevant contents about the innovation of social governance.Directly determining the harmonious development of the whole society and the realization of personal happiness,social governance also plays a very important role in the realization of the “Chinese dream”.Since the founding of new China,under the leadership of the CPC,China's socialist modernization has made remarkable achievements,and the CPC has accumulated rich experience in the continuous reform and innovation of social management(governance).However,with the continuous development of the Chinese society,China's reform has entered the deep end and a difficult period,during the process of social transformation,the problems faced by the CPC in social governance are increasingly complex,and the challenges they face are increasing day by day.How to achieve the modern social governance,bring forth new ideas to the social governance system and complete the perfect transformation from the social management mode to the social governance mode is not only a major realistic problem in China's social development,but also a thought-provoking theoretical problem worthy of exploration.As emphasized by General Secretary Xi Jinping,“The governance system a country chooses is determined by the historical inheritance,cultural tradition as well as social economic development level of this country;it is determined by the people of this country.” This shows that the governance theories and experience of Western countries are not applicable to solve China's realistic problems,while the traditional Chinese society management theory is also unable to cope with today's social situation.Only the social governance theory of socialism with Chinese characteristics can guide the practice of China's social governance,develop the social governance system,promote the modernization of China's governance system and governance capacity,and fully facilitate the realization of the “Chinese dream”.It is a long historical process from the continuous development of the CPC's thoughts concerning social management to its presentation of the idea of social governance.To explore the social governance theory of socialism with Chinese characteristics,we not only need to be study it from the perspective of the times,but also should make an analysis and summary from a historical perspective,for only in this way,the social governance theory of socialism with Chinese characteristics can be further perfected.The study tries to summarize the social management(governance)ideas of the CPC leading groups since the founding of new China,and the clear logical line formed herein.On the basis,the study deeply analyzes the realistic foundation that transforms the CPC's social management thought to its social governance thought from four perspectives,namely the political,economic,cultural development and changes as well as the inevitable requirement of realizing the Chinese dream.It fully demonstrates the rationality and inevitability of the social governance theory of socialism with Chinese characteristics.The study clarifies the evolution process from the CPC's social management thought to the social governance thought,analyzes in details the actual basis of such an evolution,the final goal of which is to better develop the social governance theory of socialism with Chinese characteristics so as to better guide the practice and boost the realization of the great “Chinese dream”.Though the research cannot be theoretically perfect,yet it aims to make its contributions in providing directional,scientific guidance for the realization of China's modernized social governance.
