The Research On Government Governance Transition Since The Reform And Opening Up

In 1989,the word "CRISIS IN GOVERNANCE" was used by the World Bank in assessing the current situation of sub-Saharan African countries in a special report.As a result,"GOVERNANCE" has rapidly become a hot topic in both theoretical and practical circles.Chinese scholars began to introduce governance theory into China in the 1990 s,and discussed the adaptability of governance theory.In 2013,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed that the overall goal of deepening the reform in an all-round way is to modernize the governance system and capacity of the state.Governance theory and Research on the modernization of the state governance have become a hot issue in the theoretical circle.Over the past 40 years of reform and opening up,China's government governance has undergone an important transformation,which is still in the stage of deepening transformation.The purpose of this paper is to analyze the internal logic between the reform and opening up and the transformation of government governance,to explore the direction and strategy of the transformation of government governance,so as to provide theoretical support for the construction of government governance that can adapt to and promote the steady development of economy and society.This paper comprehensively uses the basic theories of governance theory,the relationship between state and society,social transformation theory,interest differentiation theory,system theory,etc.to analyze the transformation of government governance through normative research and theoretical deduction method,historical research and interest analysis method,system analysis method,combing the transformation process of government governance in the process of reform and opening up,and studying the transformation of government governance.The basic logic is to explore the future trend and Countermeasures of deepening the transformation of government governance.This paper mainly answers three basic theoretical questions,namely,what is the transformation of government governance? Why does government governance change? What is the relationship between reform and opening up and the transformation of government governance? Therefore,a theoretical analysis framework is constructed,that is,the reform and opening-up has resulted in the transformation of economic system and social structure.These two transformations have changed the social environment and interest structure faced by government governance.According to the basic principles of institutional change and adjustment,the transformation of government governance will inevitably be caused.Reform and opening-up are not only the background of government governance,but also the motive for the transformation of government governance.Force also brings resistance,challenges and difficulties.According to this logic,the paper discusses it from five aspects.Chapter 1: The theoretical explanation of the transformation of government governance in the process of reform and opening-up.It analyses the basic concepts and categories of reform and opening-up,social transformation,interest differentiation,government governance and government governance transformation.It also analyses the internal relationship between reform and opening-up and government governance transformation,determines the theoretical analysis framework,and lays a theoretical foundation for the research of this paper.Chapter II: The evolution and logic of the transformation of government governance in the process of reform and opening-up.By using the method of historical analysis,this chapter combs the transformation process of government governance under the background of economic reform,social transformation and interest differentiation in the process of reform and opening-up,analyses the achievements of the transformation of government governance,focuses on the characteristics of the transformation,and grasps the internal logic of the transformation of government governance.Chapter 3: Resistance,challenge and predicament of the transformation of government governance in the process of reform and opening-up.The transformation of government governance is regarded as a subsystem of the whole system transformation of reform and opening-up.The resistance factors of the transformation of government governance in the process of reform and opening-up are "wisdom +" government governance tools and "integration +" The transformation of government governance mechanism.This paper finds that the theoretical deconstruction of the transformation of been steadily promoted and gradually deepened,ranging from economic system reform to comprehensive deepening of economic,political,cultural,social and ecological civilization system and Party building system reform.This includes the reform and transformation of our government governance.In the past 40 years,our government has realized the transformation from control,management to governance,and this transformation is still ongoing.Mark points out that the dual transformation of economic system transition and social structure adjustment has brought impetus and resistance to government governance,which leads to the transformation of government governance.Government governance is a series of institutional arrangements and their operation in the process of dealing with the relationship between government and society,government and market,government and citizens as the main body.The system or mode of government governance is influenced and restricted by the stage of social development.The reform and change of government governance is also a debugging process that constantly adapts to the changes of economic and social reform.
