Research On The Efficiency Of Emergency Public Investment In China

In October 2017,the report of the 19 th National Congress of the Communist Party of China proposed to improve the public security system,improve the safety production responsibility system,resolutely curb major and major safety accidents,and improve the capacity of disaster prevention,mitigation and relief.As an indispensable part of emergency prevention and response,the public input of human,financial and material security,whether its security is powerful and efficient,will directly affect the prevention and response effect of emergency.Therefore,how to allocate the limited emergency public input resources scientifically and reasonably,improve its use efficiency,and provide strong support and guarantee for the smooth development of emergency management work has become an important issue to strengthen and improve the emergency management work under the new situation.However,the existing literature on the efficiency of public input mainly focuses on education,science and technology,public health,ecological environment and other fields,while the research on the efficiency of public input in the emergency field is still in the exploration stage,and the literature on the evaluation of the efficiency of public input in emergency and the analysis of its influencing factors is even less.Therefore,this paper focuses on the evaluation of the efficiency of emergency public investment and its influence mechanism.Based on the evaluation of the static and dynamic efficiency of emergency public investment in China,it finds out its distribution law,as well as the internal factors(investment scale,investment structure,supervision mechanism)and external factors(natural,economic,social environment and Based on the spatial correlation,the paper puts forward some policy suggestions to improve the efficiency of emergency public investment.The details are as follows:(1)Through the analysis of the current situation of emergency public investment in China,it is found that among the various emergency public investment,the proportion of financial investment is the largest,and the proportion of market capital investment such as credit,insurance and donation is small;in the pre prevention stage,the central financial investment is far less than the local financial investment,while in the response and post recovery stage,the central financial investment is far greater than the local financial investment In Ming Dynasty,the central government focused on "rescue" and the local government focused on "prevention",which was inconsistent with the currentlaws and regulations.In addition,it is also found that the current policy is not clear about the expenditure responsibility of the central and local governments in major emergencies,and even there are inconsistencies;for some accidents and disasters caused by natural disasters,the division policy of financial expenditure responsibility is still blank.(2)Based on the core assumption that "the input and output of decision-making units occur in the same time period",this paper uses the input-oriented DEA model to empirically analyze the static efficiency of China's emergency public input from both horizontal and vertical perspectives.It is found that: there is a high efficiency regional disconnected state of China's emergency public input efficiency,which is "high at both ends and low in the middle";emergency public input Scale efficiency is low;the main factors that affect the efficiency of emergency public investment are investment scale,investment resource allocation and supervision mechanism,and the government's attention to emergency management;there is the phenomenon of scale reward decreasing in emergency public investment.(3)Based on the core assumption that "the input and output of decision-making units occur in different time periods",this paper uses the input-oriented windows DEA model to explore the impact of "output lag" on the efficiency of emergency public input from different window widths.It is found that with the increase of window width,the dynamic technical efficiency and dynamic pure technical efficiency decrease,and the dynamic scale efficiency changes irregularly,and they are different The width of the window may lead decision makers to draw different conclusions on the trend of dynamic scale efficiency.Therefore,the selection of "window width" must be considered when evaluating the input efficiency.(4)The spatial autocorrelation model is used to analyze the spatial correlation characteristics of the efficiency of emergency public input.It is found that the efficiency of emergency public input has significant spatial autocorrelation,and more provinces show positive spatial correlation in geographical space.At the same time,the efficiency of emergency public input in China shows a two pole phenomenon in space,that is,the radiation effect of eastern provinces is strong,showing a diffusion effect;the central and western provinces lack an efficient input resource sharing mechanism,and some of the neighboring high-efficiency provinces do not form an effective radiation driving role,indicating that the Regional Sharing and cooperation mechanism may improve the efficiency of emergency public input Have a significant impact.(5)Using panel Tobit regression model to explore the external factors that affect the efficiency of emergency public input,we find that: economic environment is the main external environment factor that affects the efficiency of emergency public input;while developing GDP,we need to increase medical resources to effectively improve the efficiency of emergency public input;if only static or dynamic technical efficiency is used in decision-making,there will be deviation,and comprehensive technology will be used The weight setting of static efficiency and dynamic efficiency should be paid attention to.Finally,on the basis of sorting out the findings and the problems found in the study,the paper puts forward the general idea of improving the efficiency of emergency public input from two aspects,namely,adhering to general secretary Xi Jinping's important exposition on emergency management and establishing a new mechanism for emergency public investment,from optimizing the structure of emergency public input,establishing regional cooperation and sharing mechanism,and establishing input performance.The effectiveness evaluation mechanism and other six aspects put forward specific suggestions to improve the efficiency of emergency public investment in China.
