Study On The Basic Public Service Efficiency Of Beijing-Tianjin-Hebei Region

Since the reform and opening up,China has made great achievement about economic growth and the national comprehensive strength has been improved.But rapid growth of Chinese economy did not improve national welfare widely.After Beijing-Tianjin-Hebei collaborative development has been risen to the national strategy,government pay much more attention to the topic of Beijing-Tianjin-Hebei region's basic public service.In 2015,agreed by the Political Bureau of the Central Committee,The plan of Beijing-Tianjin-Hebei collaborative development stressed that one of the most important objections of Beijing-Tianjin-Hebei collaborative development is to make the equalization of public service among Beijing-Tianjin-Hebei region.The level of basic public service depends on two variables.One is the economic development degree.The growth of economy means increasing of financial revenue,inputs for providing basic public service improved at the same time.The other one is the input efficiency of government,including rate of tech efficiency and scale efficiency.Nowadays people pay more attention to economic development,whether fiscal revenue is enough,but ignore the efficiency.Different regions have different situations,the same basic public service may cost differently.So we should concentrate more on how to improve output efficiency and better output effect.Doing like this will narrow basic public service gap among different regions and improve the degree of basic public service.At first,define the concept of basic public service,public service supply efficiency.Introduce the theory of basic public service and related model.Set up a basic public service efficiency evaluation system.Using DEA Model calculate 31 provinces' basic efficiency in China.And make trend analysis by Malmquist Model.At last,using Tobit Modle analyze the extent of economic impact of basic public service by external variable.After data analyzing I got conclusions as below: first,Beijing-Tianjin-Hebei region has high overall efficiency on education and is better than health care and social security,environmental protection with the lowest efficiency.Beijing act much better on basic public service with high overall efficiency.Tianjin should improve scale efficiency.No matter tech efficiency and scale efficiency of Hebei is bad.Malmquist data shows that overall efficiency change is consistent with skill promotion efficiency.External variables,influencing the basic public service,financial autonomy and schooling are proportional to basic public service efficiency.Government scale,age structure of population and economic development level have negative correlation with basic public service efficiency.According to the analysis above,the thesis proposed following policy recommendations: first,optimize economic development,improve the financial autonomy of Hebei.Second,simplify the government scale,establish a high-efficiency overall governance organization.Third,change the evaluation perspective of government's performance and build the basic public service efficiency evaluation system.Last,enforce the legal binding and construct a proper supply system of Beijing-Tianjin-Beijing basic public service.
